ROLE PURPOSE
The Admin and Finance Officer, under the Safe girls and Early Child Marriage (ECM) Project implemented by Plan International Nepal, plays a crucial role in ensuring efficient and effective, financial, logistical and administrative support. The position is responsible for overseeing various aspects, including financial management, procurement, supply chain management, fleet management, asset management, administration, and general logistics. S/he closely work with operation team of regional office and be a point person of administration and support functions for Safe girls and ECM as required.

KEY RELATIONSHIPS
ACCOUNTABILITIES
Responsibility area- Financial management
- Provide support during the audit process by furnishing the documents required.
- Ensure Partner’s project expenses are reasonable, cost-effective, and comply with Plan and UNFPA procurement rules and regulations, support donor auditing procedures.
- Contribute to capacity building of local partners in administration and financial management.
- Support project team to prepare budget modification, partnership agreement modification and timely payment.
Responsibility area- Procurement and supply management
- Coordinate with project staff and support to prepare Procurement Plan related to the project.
- Coordinate/Support to the Safe Girls and ECM programme team to procure goods, services and work in compliance with UNFPA, Plan and Nepal government regulation.
- Facilitate in preparing comparative bid and selection of suppliers.
- Update procurement status tracking sheet of Safe Girls and ECM project in a real time basis in coordination with Regional office and country office operation team.
- Support to update supplier’s database with full documentation in a regular basis for preparing pre-listing supplier list.
- Provide support in issuing contract and purchase order for the procurement of goods and services.
Responsibility area- Fleet (Travelling, Transportation) Management
- Work as a point person for Safe Girls and ECM project for arranging vehicle, movement plan. Coordinate with project team for fleet planning, and mobilize vehicle based on program need ensuring value for money.
- Coordinate with supplier and rented drivers for routine repairs and maintenance, replace of vehicle in case of requirement and ensure timely settlement of the payment.
Responsibility area- Asset Management
- Ensure assets tracking, tagging, recording of the project assets including proper documentation.
- Ensure all project’s assets are functional and maintained regularly as per requirement.
- Facilitate physical verification of fixed assets in coordination with Regional office operation team.
Responsibility area- Administration and general logistic
- Work as a point person for Safe Girls and ECM project staff to manage domestic Flight tickets from regional office.
- Coordinate with staff/visitors and purchase hotel service for organizing Safe Girls and ECM project’s events.
- Timely supply of stationary and other consumables items.
- Maintain proper record (ledger) for the consumable items in a real time basis and proceeds for payment.
Any other tasks as assigned by line manager in accordance to organizational mandate and priority.
- Ensures the full integration of Plan International’s global policies on Safeguarding Children, Program Participants, and Gender Equality and Inclusion (DEI) within their area of responsibility. This includes adherence to the policy principles, relevant Implementation Standards, and Guidelines. Key responsibilities involve ensuring that staff and associates are informed of and understand their obligations under these policies and Plan International’s Code of Conduct (CoC), their relevance to their specific roles, and that any concerns are promptly reported and managed in line with established procedures.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Education Qualification and Experience
- Bachelor Degree, preferably in Management stream with 2 years of relevant experience.
- Proven experience in technical areas of finance, admin and logistics operations including procurement, transport, fleet and asset management in development organisation.
- Experience using SAP system will be an added advantage.
- Ability to maintain good networking with suppliers, partners organizations, and consultants.
Knowledge
- Knowledge in managing supplier relationships and evaluating supplier performance.
- Knowledge of transportation safety regulations, and ethical sourcing practices.
- Understanding of risk management which includes knowledge of contingency planning, business continuity, and implementing risk mitigation strategies.
- Knowledge of prevailing Tax Act and other government regulations applicable to Logistics & Procurement.

PHYSICAL ENVIRONMENT
- This position is based in Dang, Bhalubang under Regional Office West with frequent travel to field as necessary.
