Within the HHD Group the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Nepal, UNDP is the Co-Principal Recipient (PR) of the Global Fund GC7 grant for three diseases and work closely with the Government of Nepal. For effective implementation of the Global Fund programme, UNDP Nepal has established a Programme Management Unit (PMU) to coordinate and oversee the implementation and to ensure compliance of the terms and conditions of the grant agreements with the Global Fund and UNDP rules, policies, and procedures. The PMU coordinates with the national partners particularly the Ministry of Health and Population (MoHP), the Provincial and local government, government entities at federal and provinces, Non-Government Organizations, Civil Society Organizations (CSOs), communities, technical partners, UN agencies, the Global Fund (Local Fund Agent) and the Country Coordinating Mechanism.

Duties and Responsibilities

The incumbent will work under overall supervision of Programme Manager and direct supervision of Procurement & Supply Management Specialist and work closely with other team members particularly PSM Analyst.

The Logistics Analyst supporting the Global Fund Programme plays a crucial role in improving logistics processes to ensure the efficient management of healthy product supply chains. The incumbent will focus on the operational side of the supply chain, ensuring the efficient movement of goods from suppliers to customers. The incumbent will focus on the execution and operational efficiency of the logistics side of the supply chain (transportation, warehousing, distribution).

Ensure execution and operational efficiency of the logistics side of the supply chain:

  • Develop and implement strategies to enhance logistics operations, reduce costs, and improve service quality.
  • Oversee the receipt of the goods including custom clearance, transportation, warehousing, and distribution of health products, ensuring timely and efficient delivery to various health facilities.
  • Coordinate shipments, reducing logistic costs and ensuring on-time delivery.
  • Manage inventory levels to prevent shortages or overstock situations, ensuring optimal stock levels are maintained.
  • Ensure all logistics activities adhere to organizational policies, donor requirements, and local regulations.
  • Ensure compliance with legal, safety, and quality standards in logistics operations.
  • Support/work with Procurement and Supply Management Analyst for coordination with government for projection of stock, for determining the time for ordering, appropriate warehousing and monitoring of expiration date of the health products. Support Procurement and Supply Management Analyst for appropriate recording and safeguarding mechanisms for all logistics for UNDP, Government and SR.

Ensure data analysis and coordination:

  • Collect and analyse logistics data to monitor performance and identify trends.
  • Update and keep proper administrative record of all incoming and outgoing supplies as per the Global Fund grant.
  • Analysing logistics data to identify areas for improvement in delivery times, costs, and quality.
  • Ensure logistics dashboards and analysis tools are up to date.
  • Collaborate in coordination with the Procurement and Supply Management Analyst with government agencies, non-governmental organizations, and other
  • stakeholders to ensure alignment and effective implementation of logistics activities.
  • Coordinate and maintain up to date information about vendors and contractors for transportation and warehousing.

Ensure accurate Logistics Reporting:

  • Prepare regular reports on logistics operations, challenges, and achievements for internal and external stakeholders.
  • Develops and provides logistic reports to senior management and relevant team members.
  • Closely work with SRs both Government and Sub-Recipients (SRs) to secure the updated and accurate stock reports

Ensures facilitation of knowledge building and knowledge sharing: 

  • Ensures facilitation of knowledge building and knowledge sharing in the Country Office, programme including organization of training for the operations/ projects/national partners staff on logistic management.
  • Assist in synthesis of lessons learnt and best practices to contribute to strengthening of national supply chain management.
  • Interacts with and provides guidance for national partners and independent experts on developing adequate specifications/terms of references for goods and services in line with the UNDP rules and procedures as well as review and adjustment as necessary.

Contribution towards Gender and Social Inclusion (GESI)  

  • Maintain disaggregated data on logistics operations (e.g., by gender, ethnicity, disability, etc.) to track progress and ensure accountability in promoting inclusion
    Support/facilitate to make all logistics-related facilities, such as warehouses, offices, and transportation, are safe, inclusive, and free from discrimination or harassment.
  • Promote a safe working environment by developing respectful and safe organizational culture and supporting practices.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Logistics, Supply Chain Management, Business Administration, or a related field is required.
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional 2-years of relevant experience will be given due consideration in lieu of master’s degree.

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of experience in logistics, procurement, supply chain management, of managing complex logistics operations within international organizations or the public health sector.
  • Experience in the use of computers and office software packages as well as web-based management systems is an asset.
  • Experience in handling logistics of health product is required.
  • Experience in managing customs clearance, and regulatory compliance.
  • Experience in operational efficiency by reducing logistics costs in the movement of goods.
  • Expertise in logistics software (e.g., SAP, Oracle Transportation Management).
  • Familiarity with procurement policies and procedures specific to the Global Fund or other donor-funded programs.
  • Experience in managing logistics in the procurement of health commodities (e.g., medicines, medical equipment, diagnostics, and consumables).
  • Strong analytical skills to interpret data and make informed decisions is highly desirable.
