The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops collaboration with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. Within this framework, the immediate Unit, Administration’s objective is to facilitate programme delivery by providing timely managerial and administrative services to programme delivery collaborators, staff and consultants in all aspects of administrative and financial operations including budget and finance, human resources, fellowships, procurement, travel, ticketing and transportation, logistics, building management, safety and security of staff, information technology including GSM operations, telecommunications and protocols. Further, to provide accurate guidance, information and practices which lead to full compliance and accountability with the Organization’s established rules and regulations.The specific position will provide efficient and safe transportation of authorized personnel and / or commodities and be involved in basic administrative assistance in WHO Offices and / or stores.
DESCRIPTION OF DUTIES
Under the direct supervision and guidance of the Medical Officer – EPI and general supervision of the WHO Representative to Nepal, the incumbent performs the following duties.
> Drive office vehicles to identified locations within the duty station, for the transport of the authorized personnel, visitors and delegates; including translation of basic conversations from/to the local language;
> Perform messenger function such as delivery of various items/commodities, including lab specimen, vaccines, mails, documents and other items following authorized routing and UN safety and security rules and regulations and report any traffic disruptions or incidents caused by civil unrest;
> Drive office vehicle to support field office IPD related activities, logistics, campaign, surveillance activities including need-based support during any pandemic/emergency.
> Meet WHO and other official personnel at the airport or other entry points and provides basic assistance with visa and customs formalities as required and facilitates immigration and customs formalities as required.
> Apply knowledge of driving regulations, safety requirements, traffic conditions, and most desirable routes to minimize travel time; ensures that rules, regulations and local requirements are adhered to in the event of involvement in an accident; ensures safety of the vehicle and its contents when parked or left unattended, and report immediately to the supervisor on any apparent problems to seek instructions;
> Perform day-to-day maintenance/preventive maintenance of the assigned vehicle, such as check oil, water, battery, brakes, tires, lubricants etc. performs minor repairs and ensures that the vehicle is always kept clean, roadworthy condition and alert 1st level supervisor on a timely manner for any preventive maintenance that is needed to prevent on the road break down of vehicle.
> Any regular servicing or maintenance repair work should be monitored both for correctness and for accomplishment on time, as requested;
> Responsible for logs of officials trips, the day-to-day maintenance including minor repairs or adjustments, maintenance of mileage and gasoline consumption records;
> Recommends major repair on vehicles, as necessary; delivers the vehicles to the designated garage or servicing location, monitors the work and ensures it is accomplished as requested;
> Takes suitable precautions for the security of the office vehicle and its contents when left unattended. Ensure that the office vehicle is properly parked in UN compound during non-working hours;
> Perform convoy duties as and when assigned and other duties including photocopying, collating of documents, as required.
> Strictly adhere to compliance related to guidelines and SOPs related to prevention of sexual exploitation and abuse and harassment
> Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.
REQUIRED QUALIFICATIONS
Education
Essential:
> Secondary, technical or commercial school; must hold a valid driving license.
Desirable:
> Knowledge of first aid desirable basic methods in order to be able to assist in case of emergency
> Formal Driver’s Certificate / Training from a recognized institution
> Computer certificate / knowledge on MS office
Experience
Essential:
At least one year’s work experience as a driver with demonstrated safe driving record
REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at NPR 916,030 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
