Data Management Officer
Project Overview:
We are excited to announce a new opportunity within The Leprosy Mission Nepal for the Strengthening Pathways for Economic Resilience through Sustainable Opportunities to Communities (SPROUTS) project. Funded by the Australian Department of Foreign Affairs and Trade (DFAT) through The Leprosy Mission Australia, this project focuses on leprosy, disabilities, and marginalized communities. Its goals include early diagnosis of leprosy, improving the lives of people with disabilities, and creating better job opportunities for these communities. The project also addresses climate change issues and empowers women in these areas.
Position Overview:
The Data Management Officer plays a crucial role within The Leprosy Mission Nepal, focusing on the SPROUTS Nepal project. This project is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) through The Leprosy Mission Australia (TLMA). The Officer is tasked with ensuring effective implementation of monitoring, evaluation, accountability, and learning systems to enhance community health, livelihoods, and resilience in 4 Municipalities of Nawalparasi of Lumbini Province and Nawalpur district of Gandaki Province. This role is pivotal in driving evidence-based decision-making, fostering continuous improvement, and promoting transparency in project outcomes and impact.
Key tasks and responsibilities:
Monitoring and Evaluation (50%)
- Develop and implement robust MEAL frameworks, systems, and tools tailored to project objectives and donor requirements.
- Conduct regular monitoring visits to project sites to oversee data collection, ensure quality and accuracy of information, and verify adherence to project timelines and protocols.
- Lead the design and implementation of baseline, midline, and endline assessments/surveys to measure project progress, outcomes, and impact indicators effectively.
- Utilize advanced quantitative and qualitative analysis techniques, including statistical software, to interpret data and generate actionable insights for project improvement.
- Prepare comprehensive and timely reports, including progress reports, quarterly/annual reports, and special thematic reports, to inform internal decision-making and external reporting requirements.
- Support in the organizing of DIP & learning review workshop
- Support the monthly project review meetings to keep staff aware of targets and achievements according to the DIP.
- Facilitate participatory reviews and reflection sessions with project staff, community members, and stakeholders to promote adaptive management, learning, and knowledge sharing.
- Ensure gender-sensitive and inclusive approaches are integrated into all MEAL activities to capture diverse perspectives and promote equity within project outcomes.
- Supervise and support field officers in their roles, providing guidance on health program implementation and adherence to protocols.
- Undertake regular field visits and produce Monitoring reports of the projects and provide feedback on time.
- Initiate conducting post-distribution monitoring as well as real-time monitoring of the project interventions.
Accountability (25%)
- Establish and manage effective feedback mechanisms to solicit input from project participants, community members, and stakeholders, ensuring transparency and accountability in project implementation.
- Monitor and evaluate the effectiveness of feedback mechanisms, ensuring accessibility and responsiveness to community needs and expectations.
- Facilitate community engagement sessions and participatory approaches to validate findings, promote transparency, and foster community ownership of project outcomes.
- Document and disseminate best practices, lessons learned, and success stories from project interventions to inform internal decision-making and external communication.
- Support the development and maintenance of the project’s Knowledge Management System (KMS) to ensure centralized access to project data, reports, and documentation.
- Provide technical support and capacity building to project staff, partners, and community members on accountability principles, feedback mechanisms, and community engagement strategies.
- Collaborate with project teams, government counterparts, and stakeholders to align MEAL activities with project objectives, priorities, and reporting requirements.
Learning (25%)
- Lead efforts to capture, analyze, and share lessons learned, best practices, and innovations from project activities to enhance programmatic impact and effectiveness.
- Facilitate regular learning events, workshops, and knowledge-sharing sessions with project staff and stakeholders to promote continuous improvement and adaptive management.
- Contribute to the development and implementation of a robust Monitoring,
- Evaluation, Accountability, and Learning plan aligned with project goals and objectives.
- Collaborate with external partners, research institutions, and relevant stakeholders to promote learning exchanges and knowledge dissemination on project achievements and challenges.
- Strengthen the capacity of project staff, partners, and stakeholders in data management, and analysis through training, mentoring, and technical support.
- Any other job as assigned by the reporting manager.
Job Specification
- Bachelor’s degree in development studies, Social Sciences, Statistics, Monitoring and Evaluation, or a related field.
- Minimum of 3 years of relevant experience in Data Mangement roles within international development projects, preferably in health, WASH, livelihoods, or community development sectors.
- Excellent command of English, (written, oral, comprehension) including good writing skills.
- Strong interpersonal skills and the ability to work under pressure in a structured, organized, and responsive manner.
- Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
- Willingness to undertake field visits frequently in the Project areas districts. Familiarity with statistical packages, qualitative data analysis software, graphics presentations, and other relevant online digital and mobile-based applications to support MEAL.
- Excellent command of database management (digitalization)
- Two-wheeler driving license is required.
