Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is implementing the “Empowered Women, Prosperous Nepal (EWPN)” four-year UN joint programme in Madhesh, Karnali and Sudurpaschim provinces with the generous funding support from European Union (1 January 2023-31 October 2026). In addition, UN Women will implement the SUPER-II UN Joint programme in Sudurpaschim, Lumbini, and
Karnali Provinces, with the generous support of ECHO-HIP (1 August 2024 – 31 May 2026). There are also plans to expand the projects implemented in Madesh, Karnali, Sudurpaschim and Lumbini provinces, based on the funds availability.

Under the overall guidance of the Deputy Representative, the Provincial Coordinator is responsible for supporting the coordination, implementation, monitoring and reporting of programmes for the Nepal Country Office (NCO) in respective provinces.

Duties and Responsibilities

1. Programme management and coordination

  • Coordinate the implementation of UN Women supported programmes in the respective provinces and municipalities
  • Work closely with relevant UN Women staff to ensure the coordination and synergies across different UN Women interventions at provincial and local level
  • Convene relevant partners to support coordination among key actors as needed
  • Lead the provincial level engagement with provincial and local level responsible partners, in close cooperation with the relevant colleagues, ensuring the implementation is aligned with UN Women programme priorities, policies and procedures
  • Participate in the formulation of the NCO work plans, and budgets
  • Provide inputs to the quarterly monitoring, annual and donors report as required

2. Technical support to strengthen gender and social inclusion at provincial and local level

  • Provide technical guidance to provincial partner to ensure that the project implementation follows right based, gender responsive and inclusive approaches
  • Provide technical assistance to Ministry of Social Development and relevant line ministries and authorities at provincial and local level for gender and social inclusion related policy initiatives, strategies and action plans
  • Strengthen the capacity of provincial and local level institutions and relevant actors for the implementation of the gender equality initiatives
  • Support the organization of UN Women supported trainings in the province and participate the trainings, as requested \
  • Provide technical support to NCO on inclusion of provincial and local perspectives in the programme design, implementation and monitoring

3. Support advocacy, knowledge building and communication efforts at provincial and local level

  • Engage with provincial and local level government counterparts to support the development and implementation of laws, policies and regulations that promote gender equality and empowerment of women
  • Support the advocacy efforts of UN Women and its partners at provincial and local level
  • Lead the development of background documents, briefs and presentations related to gender equality and women’s empowerment at provincial level
  • Provide timely provincial updates including situation report during and post disaster and crisis time
  • Support NCO to identify lessons learned and good practices at provincial level

4. Provide technical support to inter-agency coordination on gender equality and women’s empowerment to achieve coherence and alignment of UN Women programmes with other partners

  • Provide substantive and technical support on gender equality and women’s empowerment to partner organizations and other UN agencies at provincial level
  • Participate inter-agency coordination meetings and provide technical inputs on gender equality at these meetings
  • Coordinate with other UN agencies, government departments at provincial and local level, donors and CSOs to ensure the UN Women’s interventions are harmonized and aligned with other actors in the province.
  • Support in consolidating information and submitting in the form of report on gender equality and women’s empowerment and its integration integration in different thematic area.

5. Support monitoring and evaluation of project interventions in the province

  • Monitor day to day implementation of the UN Women supported interventions, in close coordination with relevant staff
  • Assist in the oversight of surveys, research, GEDSI analysis and evaluations as planned at provincial level
  • Support facilitating and coordinating for the joint monitoring visits, donor visits etc

Required Skills and Experience

Education and certification:

  • Bachelor degree (or equivalent) in social sciences, human rights, Gender/Women’s Studies, international development, or a related field is required.

Experience:

  • At least 3 years of progressively responsible experience at the provincial, national or international level in coordinating programme interventions with national partners, preferably related to gender equality and women’s empowerment
  • Experience in coordinating, implementing, monitoring and evaluating humanitarian and/or development projects is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.

Language Requirements:

  • Fluency in English and Nepali is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
