The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement, and non-governmental organizations (NGOs). Humanitarian Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality, or political affiliation.
ECHO Nepal office announces a position for a Programme Officer for its office based in Kathmandu. This position is open to nationals and other residents of Nepal with valid work and residence permits.

JOB DESCRIPTION
The jobholder carries out activities to ensure that effective humanitarian response is delivered. The jobholder conducts assessments; develops strategies and represents DG ECHO at technical level when appropriate. The programme officer may be asked to run an antenna/office and supervise staff in the absence of a TA (Technical Assistant) or, when in a RO (Regional Office), be in charge of regional overview tasks.
JOB REQUIREMENTS
Education:
A relevant second level university degree or equivalent professional experience.
Knowledge and Experience:
- Minimum 5 years of relevant experience at national or international level in managing programme/project operations, including at least 2 years of experience with and NGO’s, donor or national/international organisation;
- Very good knowledge of the EU humanitarian aid system;
- Very good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement;
- Very good understanding of Humanitarian Aid principles, policies and standards;
- Able to work independently with no direct supervision;
- Excellent drafting skills;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Languages:
- An excellent knowledge of English (verbal & writing) is essential;
- An excellent knowledge of Nepali.

THE EMPLOYMENT CONDITIONS
The contract is initially for one year with possibility of renewal subject to a successful completion a 3-month probationary period and following a positive annual evaluation. The contract is expected to start in February 2025.
As an indication, the monthly basic salary is on average approximately NPR279,748 which corresponds to five years of relevant experience and will be adapted according to the exact duration of relevant professional experience supported by a work certificate. Besides the basic salary, the employee will receive disability / retirement allowance, a 13th salary, as well as a medical coverage. (The salary is subject to local taxes.)
