Finance Manager, USAID Localization Support (Nepal)

Position Description

EnCompass LLC is seeking a Finance Manager candidate for a five-year United States Agency for International Development (USAID) Localization Support project based in Kathmandu, Nepal. The Finance Manager will serve as the main point of contact for accounting, invoicing, and coding of expenditures to support project activities, working closely with the project’s Finance and Operations Director and the EnCompass Home Office Finance Team. The Finance Manager will play a pivotal role in assuring adherence to financial policies, activity policies and procedures, regulations, controls, and reporting systems. The Finance Manager will provide accounting and financial analysis support to the USAID Localization Support team and will ensure submission of financial reports based on internal deadlines. This position will ensure compliance of all accounting and financial reporting functions and will be responsible for recording costs and day-to-day general accounting, accounts receivable/payable, payroll, risk management, assuring all backup documentation is audit-ready, and troubleshooting accounting issues. The individual is also responsible for cash flow analyses, and the overall financial well-being of the USAID Localization Support activity.

The Localization Support activity provides USAID/Nepal with technical assistance to strengthen the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity provides support for: capacity strengthening for local actors to apply, receive and manage USAID awards; strengthen the Mission’s government-to-government (G2G) programming; and support USAID to improve localization programming.

The position will be full-time and be based in Kathmandu with possible travel within Nepal. Citizens of Nepal are strongly encouraged to apply.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Prepares payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are: in accordance with procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
  • Tracks expenses and other financial transactions, mainly involving expense entry, tracking and record keeping and make sure the expenses are in the budget.
  • Prepares monthly cash flow based on the activities projected in the work plan.
  • Processes staff travel advances and expense reports, consultants’ payments and other related costs.
  • Disperses payments for the USAID Localization Support activities, consultants’ payment and other related costs.
  • Compiles backup documentation for all activity related transactions and ensures completeness and appropriate review and approvals are documented.
  • Prepares monthly payroll for USAID Localization Support staff.
  • Processes checks and bank transfers to vendors and employees.
  • Prepares vendor and payroll tax forms and ensure these are submitted in a timely manner.
  • Performs monthly bank reconciliations and routinely monitors bank account balances.
  • Develops financial system in QuickBooks and tracks all the expenses of field activities to make sure the expenses align with the budget.
  • Prepares and submits monthly reconciliation reports for review.
  • Provides support to the Finance and Operations Director in preparation of the monthly financial reports package.
  • Monitors and reports on partner/vendor payment schedules and obligations,
  • Initiates wire requests for field activity implementation as required.
  • Verifies vendor invoices for accuracy.
  • Verifies accuracy of expenses, and activity accounting codes.
  • Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments.
  • Performs monthly bank reconciliations and routinely monitors bank account balances.
  • Responsible for maintaining file management systems for soft and hard copy documentation.
  • Ensures that taxes are paid, tracked, recorded, and reported to Nepali tax authorities and USAID.

Other:

  • Engage fully as a member of the USAID Localization Support team, including participating in staff meetings and other events, and providing administrative support to other team members as needed.
  • Other duties as assigned.

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a Bachelor’s degree and 6 years of experience; or Master’s degree and 4 years of experience; or Associate’s degree and 8 years of experience; or High School diploma and 10 years of experience
  • Degree in accounting, finance, management, business administration, or related field.

Experience and Skills

  • Minimum of four (4) years of experience working on donor-funded projects in a related role and working experience in an accounting and/or financial field.
  • Previous experience working in USAID, UN, or other donor-funded programs strongly preferred
  • Proficiency in US Government procurement and financial reporting processes and requirements highly preferred.
  • Excellent knowledge of accounting systems e.g., QuickBooks.
  • Excellent knowledge of MS Office 365, including Word, Outlook, PowerPoint, Excel.
  • Resourcefulness, good planning skills, highly organized approach.
  • Ability to multi-task and work well with others.
  • Ability to listen and communicate well both verbally and in writing.
  • Ability to conduct a range of administrative functions in cross-cultural contexts.
  • Ability to work independently.
  • Attention to detail and accuracy.
  • High-level working proficiency in both spoken and written English.
