Procurement and Logistics Manager, USAID Localization Support (Nepal)

Department: Learning & Leadership Development
Location: Kathmandu

Position Description

EnCompass LLC is seeking a Procurement and Logistics Manager for a five-year United States Agency for International Development (USAID) Localization Support project based in Kathmandu, Nepal. The Procurement and Logistics Manager is expected to be highly organized, detail-oriented, proactive, capable of coordinating multiple tasks simultaneously, and has experience providing similar support in this capacity in Nepal on donor-funded projects. The Procurement and Logistics Manager is responsible for all procurement and logistics coordination for the USAID Localization Support activity.

The Localization Support activity provides USAID/Nepal with technical assistance to strengthen the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity provides support for: capacity strengthening for local actors to apply, receive and manage USAID awards; strengthen the Mission’s government to government (G2G) programming; and support USAID to improve localization programming.

The position will be full-time and be based in Kathmandu with possible travel within Nepal. Citizens of Nepal are strongly encouraged to apply.

Position Duties and Responsibilities

Essential functions:

Logistics:

  • Assist in the planning and management of logistics for project-related activities, including workshops, training and meetings, accommodation, and travel arrangements, particularly, but not limited to, contacting participants, negotiating and securing event space, as well as overseeing the process of payment of per diems and transport.
  • Assist with office management and develop and implement office support activities.
  • Ensure the proper use and disposal of goods, materials and equipment in the office;
  • Perform office duties, including but not limited to, photocopying, scanning, filing and mailing;
  • Control stock of office supplies;
  • Maintain a log of all documents received.

Procurement:

  • Works closely with the Finance and Operations Director, the Home Office Contracts team, and the Project Operations and Management function to implement all procurements, and ensure procurement processes are being followed and are compliant with donor expectations, rules and regulations, and EnCompass internal policies (EnCompass Procurement Policy)
  • Serves as the primary point of contact for procurement of supplies, services, and equipment
  • Prepares and collects all required documentation for all planned procurement specified in the contract budget
  • Organizes and documents personnel and financial data to include: preparing documentation required to contract consultants, preparing labor agreements and consultant contracts, securing approval of COP and other required approvals
  • Creates a knowledge management system to monitor and follow all procurement-related activities that take place locally
  • Works directly with Home Office IT on all IT-related procurements
  • Conducts regular inventory management, tracking and reporting movement of all project-related non-expendable property as specified in the contract and
  • EnCompass regulations, and in accordance with USAID procurement regulations
  • Provides direction and guidance to subcontractor staff on procurement standards and requirements

Other:

  • Engage fully as a member of the of the USAID Localization Support team team, including participating in staff meetings and other events, and providing administrative support to other team members as needed.

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of Bachelor’s degree and 6 years of experience; or Master’s degree and 4 years of experience; or Associate’s degree and 8 years of experience; or High School diploma and 10 years of experience.
  • Degree in accounting, finance, management, business administration or related field.

Experience and Skills

  • At least 4 years of overall relevant experience on donor-funded projects in a related role in: procurement, logistics, and contractual compliance
  • Previous experience working in USAID, UN, or other donor-funded programs strongly preferred
  • Experience managing unit level results preferred
  • Excellent knowledge of MS Office 365, including Word, Outlook, PowerPoint, Excel.
  • Resourcefulness, good planning skills, highly organized approach.
  • Ability to multi-task and work well with others.
  • Ability to listen and communicate well both verbally and in writing.
  • Ability to conduct a range of administrative functions in cross-cultural contexts.
  • Ability to work independently.
  • Attention to detail and accuracy.
  • High-level working proficiency in both spoken and written English.
