The Feed the Future Nepal USAID Agricultural Inputs (“USAID Agricultural Inputs”) is a five-year USAID-funded Feed the Future (FTF) activity that aims to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. It is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.

USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. It will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence. This activity invites application from eligible and interested Nepali citizens for the following 1 position:

Database and Monitoring Officer

LOCATION: Nepalgunj Regional Office

UNIT: Agriculture, Resilience & Water

REPORTS TO: Database and GIS Specialist (on technical areas) and Regional Agri-business
Director, Nepalgunj (on administrative matters).
Feed the Future Nepal USAID Agricultural Inputs (USAID Agricultural Inputs) is a five-year activity

accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity.
USAID Agricultural Inputs is implemented by Winrock International in collaboration with five local and
international partners.
USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service
providers, and Government of Nepal change agents and farmers to increase productivity, input supply
chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that
equitably addresses the needs of women, youth, and members of marginalized groups. USAID
Agricultural Inputs will benefit 200,000 farmers in the USAID FTF zone of influence.

POSITION DESCRIPTION:

The Database and Monitoring Officer will be responsible for managing the USAID Agricultural
Inputs’ database, ensuring data quality, and supporting the monitoring, evaluation and learning (MEL)
efforts. This role includes data collection, analysis, reporting, and providing technical support to the
team to ensure accurate and timely data that informs performance and decision-making. S/he will be
required to work in close collaboration with the USAID Agricultural Inputs technical team and the MEL
teams at all levels. S/he will work under the technical supervision of the Database and GIS Specialist
(based in Kathmandu) and under the supervision of the Regional Agri-business Director for
administrative matters. Additionally, s/he will work closely with the private sector partners.

ESSENTIAL RESPONSIBILITIES:

  •  Data Collection and Entry: Oversee the collection of data from various sources, ensuring
    completeness and accuracy. Support the technical team and private sector partners to ensure
    prompt and correct data entry into the database.
  •  Database Management: Maintain and update USAID Agricultural Inputs’ database system,
    ensuring smooth operation. Implement data integrity and security protocols and conduct regular
    backups to prevent data loss and ensure data recovery in coordination with Data and GIS
    Specialist.
  • Monitoring: Support technical team in implementation of the MEL plan at the field level.
    Collect, analyze, and interpret quantitative and qualitative data. Monitor progress against
    performance indicators and targets. Conduct regular data verification and validation checks.
  •  Enhance Technical Capabilities: Build the capacity of partners and key stakeholders to
    ensure compliance and deliver high-quality data and reporting.
  • Internal Assessments: Assist in conducting internal Data Quality Assessments (DQA) and
    other related assessments to maintain data integrity.
  • GESI and DEIA Initiatives: Participate in and contribute to project Gender Equality and
    Social Inclusion (GESI) and Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives. Ensure
    a safe and equitable workplace, create opportunities, and offer support for women and those
    from disadvantaged groups.
  • Execute tasks as delegated by supervisors.

QUALIFICATIONS AND REQUIREMENTS:

Education: Bachelor’s degree in statistics, agriculture, social science, development studies, or in another
related field.

Experience:

  •  Minimum of 3 years of relevant work experience in database management and monitoring.
  •  Experience in supporting private sector partners in data collection, management, and report
    preparation to track progress toward indicator targets. Strong analytical skills and familiarity
    with data management tools are required.
  • Experience in enhancing MEL technical capabilities of partners and stakeholders.
  •  Experience in ensuring consistent application of high-quality MEL and data collection activities.
  • Excellent written and verbal communication skills.
  •  Computer literacy, including proficiency in Microsoft Office suite, particularly Word, Excel, and
    PowerPoint. Knowledge of GIS platforms and experience in data visualization can be
    advantageous.

Language: Working level of English and fluency in Nepali is required.
