Mission and objectives
With its specific mandate associated with the UN Conventions, protocols and universal instruments, the United Nations Office on Drugs and Crime (UNODC) is the UN main agency in the fight against illicit drugs, crime, corruption, and terrorism. As the guardian of UN’s Drugs conventions, UN Convention on Transnational Organized Crime (UNTOC) and its protocols, UNODC is uniquely placed to assist with countering organized crime threats. UNODC has the mandate to support Member States in enhancing respective national and international responses as well as to foster international cooperation. UNODC contributes to peace and security, especially with regard to the 19 international legal instruments against terrorism.
From a sustainable development perspective, organized crime, one mandated area of UNODC, has devastating effects. It threatens peace and human security, violates human rights, and undermines the economic, social, cultural, political, and civil development of societies around the world.
The UNODC Regional Office for South Asia is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka. The UNODC Programme Office in Nepal is based at Kathmandu.
Under its Regional Programme for South Asia, UNODC is delivering technical assistance to South Asia under the following five sub programmes: (1) countering transnational organized crime; (2) a comprehensive response to the drug problem (drug trafficking & drugs and health); (3) countering corruption; (4) terrorism prevention; (5) criminal justice and crime pre-vention.
Context
This UNV assignment is in the UNODC Programme Office Nepal. The overall objective of UNODC’s engagement in Nepal is to assist authorities in strengthening peace, security, and the rule of law. From both national and regional perspectives, Nepal delivers a holistic, effective, and pragmatic response to drug use, drug trafficking, human trafficking, organized crime, and corruption. The successful implementation of the global Passenger and Cargo Border Team (PCBT) Programme in the country is an example. The UNODC Regional Office for South Asia (UNODC ROSA) implements several programmes within the mandated areas and promotes the implementation of the ‘Regional Programme for South Asia’, a policy document that defines the framework of cooperation between the Member States of South Asia and UNODC in the region.
The year 2024 marks the 50th year of diplomatic relationship between South Korea and Nepal. The Government of South Korea prioritized its ties with Nepal, recognizing its influence in South Asia as a component of a broader attempt to enhance its strategic, cultural, trade-related, and diplomatic relationships with neighboring nations. South Korea and Nepal have established a solid, multifaceted collaboration that covers a variety of topics, from energy and terrorism to economy and security.
Young people are described as key agents of change in the 2030 Agenda and crucial actors in the implementation of the Sustainable Development Goals (SDGs), where 20 targets across six SDGs are specifically directed at youth. The meaningful inclusion of young people is also key to the commitment in the 2030 Agenda to “leave no one behind”. The role that young people play in advancing peaceful, just, and inclusive societies in particular (SDG 16) is fundamental and widely acknowledged. At UNODC ROSA, the youth-focused programming directs on meaningful engagement and empowerment of young people with education and by providing a positive framework of advocacy, action and expression. The emphasis is on promoting a culture of peace, SDGs, the rule of law and crime prevention.
Successfully building and sustaining peace, as well as achieving justice and inclusion goals set forth by the 2030 Agenda for Sustainable Development requires a drastic transformation of attitudes and support for young people. Throughout the multilateral system and in national, regional and local contexts, the critical role of youth in driving positive change in society is being increasingly recognized.
The world today is home to the largest generation of youth in history. For this reason, youth are important partners in preventing and countering violent extremism. At the same time, societies must build youth resilience to counter global challenges, which in many circumstances disproportionately affect girls and young women. The positive contribution of youth to peace and security was also recognized by the UN Security Council in its resolution 2250 (2015), which urges Member States to increase inclusive representation of youth in decision-making processes at all levels. It includes mechanisms to counter violent extremism which can be conducive to terrorism.
Task description
Under the overall coordination of the Regional Representative for South Asia, and with the direct supervision of the Head of the UNODC Programme Office Nepal, the UN Volunteer will undertake the following tasks:
- Support preparation of a variety of written outputs related to the implementation of youth-focused initiatives, such as donor reports, presentations, briefings, speaking points, etc.
- Support the process of designing new projects through the conceptualization and draft-ing of concept notes, project documents, budgets, etc.
- Contribute to the design and organization of technical assistance activities within the mandated areas of UNODC, in coordination with the relevant organizational units.
- Contribute to the development of communications material relevant to UNODC man-dates to strengthen youth engagement, including videos, infographics and talking points
- Support the monitoring and evaluation process of existing projects and programmes in Nepal.

This assignment is funded by the Government of Korea and therefore specific criteria apply:
- Candidates must be Korean nationals.
- Candidates must be between 22 and 29 years old at the time of application. NOTE: If you are older than 26 when applying, the system will display a notification that the ’application does not meet the eligibility criteria’. Please disregard this notification and submit your application.
- Candidates who have already served as UN Youth Volunteer funded by the Government of Korea are not eligible to apply (former UN University Volunteers are eligible).
- Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the End of Contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts.
- Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
- Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.

Living conditions and remarks
The UN Volunteer will be based in Kathmandu, UNODC Programme Office Nepal (duty sta-tion).
Nepal is a country of almost 30 million people, more than 3 million of whom live below the poverty line. Almost 80 percent of Nepal’s population live in rural areas, and 75 percent of Ne-pal’s population works in the agrarian sector. Many young Nepalese men emigrate to the Per-sian Gulf to find work because the agrarian economy cannot support the Nepalese population. Men who do emigrate for work are investing in their children’s education. They’re being ex-posed to new ways of life and officially bringing 25 percent of Nepal’s gross domestic product from abroad.
Nepal has a short moderate winter and a long hot summer. All travellers should be fully vaccinated as per the approved primary schedule of vaccination against COVID-19 in their Country. Currently there are no significant security threats and not direct threats to UN personnel or assets in the city. It is the responsibility of the UNV to comply with immigration, Customs and health requirements while entering/exiting the country.
