Summary:

The U.S. Mission in Kathmandu, Nepal is seeking eligible and qualified applicants for the position of Public Engagement Specialist (American Spaces Program Specialist). This vacancy is open to all interested applicants.

The work schedule for this position is: Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

The incumbent directs, manages and oversees all Partner American Spaces and ensures that each Partnership Agreement complies with the requirements. The incumbent oversees all operations of wholly-owned and operated American Center(s), including facilities, program, and staff. The incumbent develops and maintains USG ties with the “Emerging Voices” sector through leadership and broad oversight of the countrywide network of Partner American Spaces. In consultation with the Resource Coordination unit, the incumbent prepares, manages and tracks the American Spaces’ annual budget, and individual project budgets for Partner American Spaces, and contributes to the overall Public Diplomacy Resource Allocation Module (PDRAM) budget. The incumbent develops and recommends the Mission’s strategic objectives and performance standards for American Spaces; recommends strategic locations for optimal return on investment in American Spaces and overall program development. In coordination with the Resource Coordination team, the incumbent maintains required office records and files, and ensures that Partner American Space activities are recorded in activity tracker and contact databases.

Qualifications and Evaluations

Requirements:

For the experience and education requirements applicants must meet either option 1 or option 2.

Option 1

EXPERIENCE: A minimum of four years of progressively responsible experience delivering information resources, public education, public affairs, or public relations in a multilingual, multicultural, or multinational public service institution (such as a museum, think tank, American studies or cultural center, or library) is required, with communications, marketing or public relations duties as a significant part of the job. At least one additional year of supervisory experience is required.

EDUCATION: Bachelor’s degree in communications, Library Science, International Affairs, or Business Management is required.

OR

Option 2

EXPERIENCE: A minimum of six years of progressively responsible experience delivering information resources, public education, public affairs, or public relations in a multilingual, multicultural, or multinational public service institution (such as a museum, think tank, American studies or cultural center, or library) is required, with communications, marketing or public relations duties as a significant part of the job. At least one additional year of supervisory experience is required.

EDUCATION: Two years of University Study in any field is required.

Evaluations: These may be tested (Language, Skills and Abilities).

LANGUAGE: Fluent speaking/reading/writing English is required. Fluent speaking/reading/writing Nepali is required.

SKILLS AND ABILITIES: Good analytical, communication, management and interpersonal skills are required. Good technical skills on using social media, mobile platforms and digital tools are required. Thorough knowledge and ability to use Microsoft Word, Excel, graphic design and photo editing software is required. Must be available to travel throughout Nepal to support American Spaces projects and activities.

Qualifications:
