Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The IFRC is currently present in Nepal through a Country Delegation (CD – first established in 1965 with a presence through regional representation at times), providing support to Nepal Red Cross Society (NRCS) programmes and capacity building amongst other areas. The longer-term mission of the Nepal Delegation is to facilitate organisational growth, technical capacities, partnerships, and resource mobilisation that enable Nepal Red Cross Society to deliver on its humanitarian mandate in the country through the provision of technical support, advocacy, representation and coordination functions, in accordance with Strategy 2030 and annual Operational Plans.

The Country Delegation also provides integration services to seven IFRC members with presence in Nepal, leveraging its Status Agreement with the Nepali authorities to engage with the Government of Nepal, the diplomatic community, development partners as well as other key stakeholders.
Job Purpose
Under the direct management of the Head of Delegation (HoD), the Programme Coordinator is responsible for developing and ensuring the delivery of the IFRC Unified Planning process in line with the IFRC 2030 and following the Ways of Working principles that guide IFRC-wide approaches, putting NRCS in the centre and enhancing the localization agenda. The same goes for Operations including the mobilisation of DREF and Emergency Appeals where required in line with HoD directions.

Key areas of responsibility of the positions Include
> Programmes and operational coordination, centered around the Unified Planning process and its implementation with shared engagement.
> National Society Development (NSD), supporting NRCS transformative agenda with a focus on local support.
> Humanitarian Diplomacy at programme and operation levels, leveraging IFRC participation in the Humanitarian Country Team as well as Government relations and NRCS auxiliary role.
