Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has been for example one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, GBV prevention, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Scope of work

Position Summary

The Finance Manager (FM) is responsible for country programme accounting, finance management, and financial reporting to donors. The FM is one of the members of the country programme management team and contributes to strategic decision-making and operations. The FM has overall responsibility in sufficient capacities and the division of responsibilities within the finance team. The FM supervises financial project management and manages financial risks. FM directly supervises the financial team at the country programme level.
At the country programme level, the FM one of the Senior Management Team (SMT) members (such as CD, HoSO and Head of Programmes (HoP)), Programme and Project Managers, Logistics Managers etc.) At the headquarter (HQ) level, s/he communicates not only with the Finance Desk Officer (FDO), Accountants (ACCs), other Finance team members, but also with the Regional Director (RD), Desk Officer (DO) and Support Desk Officer (SDO).

Duties & Responsibilities

Accounting

The FM is ultimately responsible for country programme accounting, project finance management and reporting, end year closing and statutory audit.

  • In the field of country programme accounting, the FM is responsible for establishing sufficient capacities to guarantee accounting data quality as required by PIN internal rules and legislation (local as well as Czech);
  •  checks accounting data on a regular basis;
  • coordinates the whole process of financial end year closing at the country programme level, and is responsible for complying with PIN end year closing schedule deadlines;
  •  in the field of finance project management and reporting, the FM is responsible for timely and correct entry of all accounting documents and data into PIN accounting as necessary for project reports, timely financial reports availability and for availability of other financial documentation (as per donor or audit requirements), and is responsible for compliance of financial reports and accounting data;
  •  during the statutory audit, the FM cooperates with HQ and supplies HQ with required information and/or documents, as required by the auditors.

Compliance

The FM is responsible for compliance with internal procedures, donors´ rules and Country specific regulations and legal framework.

  •  The FM has a sound knowledge of administrative standards and procedures;
  •  Is responsible for setting up financial and administrative systems and procedures compliant with internal requirements as well as country specific regulations, and staff´s adherence to them;
  •  Is familiar with donors´ fin/admin regulations and provides support in this field to other country programme members;
  •  Ensures that donors´ rules are complied with;

Country Programme Economics

The FM is responsible for annual country programme budget, operations (shared) costs management, financial tools management, and cash flow.

  • The FM draws and updates country programme overall budget;
  •  consolidates budgeting of project direct costs, project and country programme indirect costs, as well as needs of projects co-financing;
  • is responsible for annual operating budget preparation;
  • optimizes financial resources allocation to cover operations costs;
  •  monitors and notifies HQ about crucial operations costs misbalance as compared to the total country programme budget (adequate to the country programme current circumstances);
  •  ensures correct use of financial systems (Navision, ELO, budget monitoring tools etc.) and provides training and support to other country programme members );
  •  prepares financial and economic overviews and interprets economic data for country programme and programme management teams;
  •  in the field of cash flow coordinates country programme outlay and income planning, ensures timely disbursement of donors´ instalments to PIN, compiles and approves mission money requests to HQ.

Project Finance Management

The FM is responsible for budgeting, reporting and gives methodological support to programme staff.

  • The FM cooperates on the project budgets preparation, carries out their final consolidation and numerical check;
  • ensures there are sufficient financial reserves budgeted to cover potential financial risks during project implementation;
  •  calculates ratio of direct, operational, HQ, and expatriate-related costs (DOHE);
  • ensures that data is correctly transformed into budget and reporting formats required by donors
  • is responsible for adherence to finance reporting deadlines
  •  is responsible for financial data completeness and correctness before the start of financial report drawing and in case of discrepancies, coordinates with HQ and ensures remedy;
  •  coordinates financial and administrative project management with ProgMs and ProjMs.

Human Resources & Capacity Development

The FM acts as a team manager and is responsible for adherence to Human Resources (HR) procedures and for capacity development.

  • The FM ensures adequate team size and composition;
  • manages team in compliance with PIN RDD HR procedures (recruitment, induction, evaluation etc.);
  • in compliance with RDD HR strategy, the FM continually develops and boosts his/her team capacity;
  •  contributes to the creation of country programme HR rules and procedures in compliance with general RDD HR manuals.

Internal Communication

  •  The FM contributes to the Weekly Standard communication and regular internal reports, and actively takes part on meetings.

Document Circulation and Archiving

The FM is responsible for accounting and other financial documentation.

  • If country programme has no separate position for the HoSO, the FM takes part in setting up the overall country programme archiving system and provides methodical guidance in this field to other country programme colleagues;
  • is responsible for country programme accounting and other finance-related documents correct physical as well as electronic archiving (in compliance with internal rules and local rules, if there is any specific regulation in this field).

And fulfils any other tasks as required or assigned by Line manager.

Requirements

Minimal Requirement

  • Five years of working experience in relevant field and three years of experience on a similar position with similar roles and responsibilities.
  • working experience in INGO/s.
  •  Bachelor’s degree (master’s degree preferred) in a relevant field.
  •  Other Skills: managerial skills, teamwork skills, interpersonal skills, logical reasoning, organizational skills, numerical and analytical skills, decision-making skills, accountability, adaptability, attention to detail, ability to plan ahead and deal with unexpected changes, ability to motivate others, IT skills
  • Proficient Nepali and English communication skill (writing and speaking)
