USAID/Nepal invites applications for employment from all interested and qualified U.S Citizen or Resident Alien for the position of Writer/Editor Specialist in the Program and Project Development Office under a Personal Services Contract (PSC), subject to availability of funds.

POSITION: Editor/Writer, Resident Hire USPSC GS-11 equivalent ($59,319.00 -$77,112.00 per annum). Final compensation will be negotiated within the listed market value based upon the candidate’s relevant qualifications and experience.
PERFORMANCE PERIOD: Initial two years, with three (3) one-year options for extensions.
Extension beyond the initial period of performance will be based on a later review on the continuing need for the position, availability of funds, and contract performance.
WORK HOURS: Full-time; 40 hours per week
NOTES:
- U.S. citizen who at the time of contract award resides in the cooperating country.
- RESIDENT Hire USPSCs are eligible for FICA, health insurance and life insurance in accordance with USAID policy. RESIDENT Hire Contractors are not eligible for any other fringe benefits.
- As a RESIDENT Hire, no moving, lodging or RELOCATION travel expenses will be extended to successful applicants.
BASIC FUNCTION OF THE POSITION:
The Editor/Writer position will support the Mission in the preparation of procurement documentation, program documents, and outreach materials to include documents required to support program events and official visits to program sites. Once the documents are finalized with all relevant offices and submitted for review, the Editor/Writer will coordinate the final drafts for clearance within the Embassy to ensure concurrence with the content. The Editor/Writer will be a well-qualified Level IV English speaker and will assist Mission technical staff by assessing, reviewing, editing, and helping to finalize procurement, program, event, and outreach documents.
The Editor/Writer position will be a 100 percent telework position, but may be required to attend in person meetings at times.
MINIMUM REQUIRED QUALIFICATIONS:
This position requires a combination of leadership, analytical and technical expertise, and managerial skills. The incumbent must have excellent English writing skills and be able to meet strict deadlines in a fast-paced environment. The incumbent must be familiar with and be able to work well in an overseas environment with a wide range of government and non-government counterparts. In order to be considered those qualifications marked “required” must be met.
Education: A minimum of a bachelor’s degree in a relevant field, such as English, journalism, public policy, international relations, international development, education, economics, political science, or any other field requiring a high level of writing and editing.
Prior Work Experience: A minimum of three years of professional experience, which includes writing and editing high quality documents.
Skills/Abilities/Interpersonal Communication Skills: The qualified candidate must possess excellent oral and written English language communication skills. The preferred candidate must have proven interpersonal skills and demonstrated expertise in a variety of public communications forums, as well as demonstrated expertise working in a diverse multicultural workspace, with diverse populations, and with externally and internally imposed time-constraints. The successful candidate must demonstrate good judgment and organizational skills, as well as a good sense for knowing when to consult and seek guidance. Excellence in writing and editing a variety of materials, in a short period of time, for wider distribution. The preferred candidate will have demonstrated experience in assimilating, preparing, and adhering to the guidelines of a dynamic and multilateral interoffice clearance process. The candidate should also have demonstrated strengths in working independently and managing multiple time sensitive actions in consensus with other team members on strategy, policy, project and administrative matters. The ability to establish and maintain effective working relationships with drafters throughout the organization is an essential element of the job.
Depending on the nature of the PSC, the successful candidate will be eligible to receive minimal post- entry training that focuses on USAID policies, procedures, and regulations that covers the Introduction to the Program Cycle.
EVALUATION CRITERIA:
Candidates will be evaluated and ranked based on the following selection criteria:
a. Prior Work Experience: 20 points
The qualified candidate must demonstrate experience in either writing and/or editing. The following experience is highly desirable: Experience in editing, reviewing, researching, and working closely with technical specialists in preparing briefing papers, manuals, handbooks, program materials and/or other policy directives; and/or conducting staff development. Previous experience will be assessed through the provided resume/CV and through the oral interview.
b. Interpersonal and Communications Skills: 30 points
The qualified candidate must possess excellent oral and written English language communication skills. The preferred candidate must have proven interpersonal skills and demonstrated expertise in a variety of public communications forums, as well as demonstrated expertise working in a diverse multicultural workspace, with diverse populations, and with externally and internally imposed time- constraints. The successful candidate must demonstrate good judgment and organizational skills, as well as a good sense for knowing when to consult and seek guidance. Interpersonal and Communications Skills will be assessed through the oral interview and a written interview exercise.
c. Skills and Abilities: 50 points
Displayed excellence in writing and editing a variety of materials, in a short period of time, for wider distribution. The preferred candidate will have demonstrated experience in assimilating, preparing, and adhering to the guidelines of a dynamic and multilateral interoffice clearance process. The candidate should also have demonstrated strengths in working independently and managing multiple time sensitive actions in consensus with other team members on strategy, policy, project and administrative matters. The ability to establish and maintain effective working relationships with drafters throughout the organization is an essential element of the job. Knowledge of the Chicago Manual of Style is preferred. Skills and abilities will be assessed through the oral interview, provided written samples, and a written interview exercise.
