Community Family Welfare Association (CFWA) was established in 1996 AD (BS 2053) in Nagarayan Municipality ward no 7, Deodiha, Dhanusha district Nepal. Initially, it was established as a community based organization (CBO) with technical and managerial support of family planning Association of Nepal under its long-term sustainable plan to continue family planning services at the community level. Later on, it was registered at the District administrative office as non-government and non- profit making organization in 27 June 1997 (13 Ashar 2053 BS) in Dhanusha district. Now CFWA has two field offices in Mahottari and Dhanusha districts working in Education, Health, Child Poverty, Child Protection, Gender and Social Inclusion and Social Protection.CFWA is a leading organization of the Madhesh Province and it has aimed to be well known civil society organization in the Nepal.

Detailed Job description / requirements:

Field Officer-Education

Location– Gaushala Municipality

The position holder will have overall responsibilities of program management-planning, budgeting, forecasting, budget tracking, project tracking, implementation, monitoring/supervision, technical backstopping, data/information management, and reporting of sponsorship program under education theme. S/he will also be responsible for coaching, mentoring, capacity building of his/her own partner staffs, teachers, school management, ECCD, children, parents, and education stakeholders around education; and will also provide guidance and supervision supports to community mobilizers, teachers and community volunteers who facilitate educational interventions in communities and schools. The position holder will have responsibilities to conduct trainings, assessments, research, survey, generate lesson learned, document best practices, and success stories from field and share with project/program team, donor agency and stakeholders. S/he will also be responsible to support program coordinator and field officers during need and requirements of program that best fit for the best interest of children.

The position holder will also be accountable and responsible for field-based program implementation and will spend 70% of his/her time in field program implementation and 30% time in district/local level coordination, networking, reporting, and recording.

SCOPE OF ROLE:

Budget Responsibility:- Education Budget only as per scheme of delegation

KEY AREAS OF ACCOUNTABILITY:
Program Planning, Budgeting, Forecasting and Tracking

  • Overall planning, budgeting, forecasting, and tracking of education theme under sponsorship program.
  • Develop annual budget, detail implementation plan, and forecast on quarterly basis for education theme as guided by funding partner/donor.
  • Develop education procurement plan, media and communication plan, and sponsorship annual plan as and when required by funding partner.
  • Track plan vs achievement, budget vs. expenditure and procurement progress on monthly basis for education theme.
  • Ensure over/under expenditure, any deviation in project tracking provide justification against reasons for deviation of education theme.

Quality Program Implementation

  • Overall implementation of education program as per sponsorship annual plan (SAP) and detail implementation plan (DIP).
  • Facilitate education related workshop, training, meeting, orientation and seminars at school and communities.
  • Ensure all education activities are implemented as per standard quality benchmarks, follow implementation procedures, approaches and guidelines as agreed in donor log/result framework.
  • Plan and ensure the timely procurement of education related materials for timely delivery of interventions in project/program sites.
  • Ensure timely delivery of educational goods and services to schools and communities who ultimately benefit from program interventions.

Coaching, Mentoring and Supervision

  • Orient/train field officers, community mobilizers, volunteers, and education stakeholders for effective implementation of education interventions in school and communities.
  • Provide coaching and mentoring support to field staffs for timely and effective execution of program implementation at field/sites.
  • Provide on the spot support, capacity strengthening and supervision support during education program implementation at project sites.
  • Develop monthly work breakdown plan and support field staffs to develop their own plan to execute education program in field.
  • Track, trace, mobilize and ensure the timely implementation of the education program activities in assigned location/sites in accordance developed work plan.

Monitoring and Evaluation, Data management, Online information system management

  • Conduct regular quality monitoring visits against quality benchmarks and report to the line manager on monthly basis.
  • Conduct joint monitoring, technical monitoring, output monitoring, whole school/ECCD monitoring, school/ECCD observation, distribution monitoring, follow up monitoring and supportive supervision monitoring visits for effective and efficient delivery of education program at field.
  • Ensure that the complaint and feedback mechanisms are functional in school, communities and in our program area/Sites.
  • Conduct, facilitate and support in any kind of survey, assessment, research, and mapping related to education.
  • Ensure timely collection of data, entry in online/offline database, coding, cleaning, editing and analysis for generating educational status of education program.
  • Enter baseline, plan, and achievement of education program in online program management system on monthly basis and ensure that the OPMIS system is functional to generate education reports for reporting and recording.
  • Document good practices, best practices, lesson learned, and success stories related to sponsorship program.
  • Assist field staffs and program coordinator in tools, template and guidance development for effective management and implementation of sponsorship program at project sites/communities.
  • Ensure that the data submitted by field staffs, schools, ECCD centers are valid, reliable, formatted, segregated, correct and timely for further processing and reporting.
  • Review and check data collected and submitted by Community Mobilizers, ensure consistency and processing for further reporting.
  • Maintain monitoring log sheet, issues log, education database, case studies and other relevant documents for program visibility, learning, sharing and course correction.

Project Reporting 

  • Comply with all relevant CFWA policies and procedures with respect to administrative and financial policy, child safeguarding, zero tolerance, child protection, health and safety, equal opportunities and other relevant policies.
  • Maintain donor compliance, guidelines and procedures while implementing education program.
  • Maintain close coordination with partner organization/donor to seek technical backstop and maintain donor terms and conditions as mentioned in program/project compliance.

Coordination, Collaboration, and networking 

  • Maintain close relation with other themes and sectors for effective implementation of program.
  • Liaise with the Project Coordinator/officers to identify results, on-going successes, and challenges in implementation, follow up, monitoring and evaluation of activities.
  • Build functional networking and professional relationship with the stakeholders, district line agencies, local government, provincial government including media, communities, civil society, and donor agencies to receive their support for collaboration and smooth functioning of the project activities.
  • Organize regular coordination meetings and feedback session with program staff.

Representation 

  • Represent in meetings, seminars, training, workshop, and interaction programs related to education in provincial, local level national governments as and when required.

Occasional Duties/Humanitarian

  • Perform other tasks and duties assigned by line manager that come under sponsorship program portfolio.
  • Perform dual roles in development and humanitarian during emergencies.

QUALIFICATION AND EXPERIENCE:
Bachelor’s degree in education, sociology, or any other related field with 3 years of experience in education or master’s degree in education or other related field with 2 years of experience. Have ability to facilitate relevant training, meeting, workshops, and seminars.Ability to develop annual plan and budget, operational skill for program implementation and management.Have good understanding of monitoring, evaluation, accountability, and learning.Ability to coordinate and collaborate with like-minded agencies, local governments, provincial governments and with district line agencies. Strong communication and computer skills (word, excel, power point) including skills in email/internet. Good report writing skills in Nepali and English. Committed to stay in program implementation sites.Respectful and committed to work with diverse cultural context and backgrounds.

SAFEGUARDING:

The position holders will have direct contact with children and/or young people frequently in their day-to-day work. S/he will have to be abide by child safeguarding, protection from sexual exploitation, abuse, and harassment (PSEAH) policy including CFWA code of conduct. S/he will have to maintain dual adult rules while visiting/meeting children.
