Purpose of the position

To support the Ministry of Health and Population to expand disability-inclusive health services and in advancing the integration of rehabilitation services into the health systems of Nepal.

Summary of Assigned Duties:

Under the overall guidance of the WHO Representative to Nepal, and direct supervision of Team Lead – NCDs and Mental Health and NPO – Mental Health, Injury Prevention and Disability Management; and in close collaboration with the relevant government counterparts including Leprosy Control and Disability Management Section of Epidemiology and Disease Control Division – Disability Inclusion and Rehabilitation Officer will perform the following duties:

  • Assist EDCD/LCDMS in the development of the program implementation guidelines for EDCD/LCDMS of the annual working plan 2022-2023 related to assistive products, disability management, and rehabilitation in primary care packages as per national and international best practices
  • Coordinate with partners and assist EDCD/LCDMS to establish and operationalize a high-level disability and rehabilitation consortium/steering committee.
  • Support in building cross-sectoral stakeholder partnering programs on the road safety such as working with Nepal Traffic Police and the Ministry of Physical Infrastructure and Transport (MOPIT)
  • Facilitate the review and finalization of the rehabilitation strategic plan to be integrated into the Nepal Health Sector Strategic Planning 2022-2030
  • Review the existing process of assessment and certification of disability and propose the scientific recommendations to EDCD/LCDMS to spearhead the reforms on disability assessment and certification
  • To assist in training on disability management and rehabilitation training package
    Assist EDCD/LCDMS to advocate and integrate disability inclusion in other health service packages and program
  • Provide technical backstopping to EDCD/LCDMS on conducting the situational analysis of road safety situation in Nepal
  • Provide technical assistance to EDCD/LCDMS on conducting the monitoring and evaluation of disability and rehabilitation activities. Deliver technical assistance to implement the HMIS rehabilitation module and conduct EDCD/LCDMS organized trainings on disability and rehabilitation.
  • Coordinate the establishment of an experience lab on assistive technology and products to increase the awareness about these products among the service users, their families and other stakeholders
  • Support in national adaptation of WHO Training on Assistive Products (TAP) in collaboration with WHO Regional Office and HQ and subsequently its roll out in Nepal
  • Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

Qualification:

Education:

Essential: University Degree in Physiotherapy and/or Rehabilitation

Desirable: Master’s in public health or rehabilitation medicine or other allied disciplines

Experience:

Essential: At least of four-year experience with a proven track record of community-based service design, delivery, and management of disability inclusion/rehabilitation programs

Desirable: Field experience in setting rehabilitation services and networking on road safety prevention policies among stakeholders

Functional Knowledge and Skills

Research and policy formulation experience related to rehabilitation, disability inclusion and road safety

Other Skills (eg IT):

Data analysis and experience in using excel, statistical packages

Remuneration:

Monthly Salary: (Net of tax) NPR 1,96,102.00. at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))
