This position will ensure partner financial monitoring /management and effective & efficient accounting, Expenditure/Fund reconciliation, risk assessment and prepare the monitoring plan accordingly. This position holder will be working closely with Field Office Team, Partner NGOs and with CO time to time for better partner NGOs relationship. Preparing Capacity building plan of partner staff and execute such plan will be prime role of this position. He/she will be responsible for partner NGOs voucher verification on time/ follow up of reports/ updating in OPMIS. Support in SCI Audit process for Partner NGOs time to time. The position holder requires managing and supervising the subordinate.
Key Responsibilities:
- Prepare capacity building plan for Partner finance staff and conduct training /orientation
- Review monthly financial report of NGOs, summarize the transactions to enter on Agresso, provide corrective feedback with monthly reconciliations.
- Prepare Fund utilization statement of partner each month and send to country office each month while requesting fund to partners.
- Ensure & perform single account reconciliation at Agresso.
- Make necessary plan to support PNGO monitoring & Voucher verification plan based on RBM Tools.
- Support to prepare Monthly MFR of Field office.
- Ensure all the finance documents are in proper place with innovative documentation system.
- Ensure compliance of local laws and donor requirements of field offices and partners of the region
- Support to prepare (Master Budget) annual budget and prepare revision budget on quarterly basis on 1st & 2nd Budget forecast.
- Monitor and report budget vs. actual to Budget Holders on monthly/quarterly basis specially Partner NGOs.
- Plan for BVA meeting with Budget Holders each month and support for necessary plan of action.
- Ensure the financial management system is in accordance with Donor’s & HO guidelines, International & National Accounting Standards.
- Schedule NGOs visit, review system, and assist in capacity building of partners through coaching / training /orientation/reviewing documents / updating new policies et
- Support to partner NGOs for FAMAS Software setup and provide required orientation to staff.
- Supervisions & Support to Roving Finance Officer for smooth voucher verification of partners
- Ensure audit recommendations are timely response and regular follow up for not to repeat of Partner & regional office.
- Facilitate on Audit process from SCI to Partner NGOs as required.
- Update Finance Dashboard and Partner NGOs Soft / Hard copy Finance report on Shared folder then provide to CO as and when required.
- Support on Sub Award closing process and make sure there is no receivable/payable after closing of awards.
- Work on Performance rating of Partner NGOs throughout the year.
- Updating staff about new changes in the policies of field office/Partner staff.
- Give innovative idea on documentations/reporting formats & reviewing documents of partner NGOs.
- Supporting Save the Children’s full spectrum mandat
- Support on Standard Sub Award Agreement/Amendment of Partner NGOs.
- Ensure the Field Office working environment has addressed good culture/openness is always there and sharing/updating are being weekly/monthly basis.
- Maintain excellent relationships with Partners, both in terms of strategic positioning and quality monitoring.
- Support to ensure partners are clear on their assigned tasks and SC’s zero tolerance policies, and the clauses of agreement signed between SC and partner.
- Continuously make sure that the Child Safeguarding policy/Safeguarding policy are addressed on day-to-day work.
- Address to Graduation Model of SCI for partnership Management/Partner Monitoring.
- Work closely with line manager and finance team to build the capacity of partner staff through coaching, mentoring and training.
OTHER
- Other tasks as requested by Finance Manager- MFWFO Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice.
Qualifications and experience:
- Master’s degree in Management.
- At least 3 years of job experience on Financial Management/Partner management/Monitoring/Partner Capacity Building
- Prior experience in working with I/NGOs on Financial Management / Partner Monitoring / Partner Capacity Building.
- Good interpersonal skills including verbal and written communication skills.
- Excellent skills on process facilitation and coordination with high standard.
- Good presentation skills including conducing training to partner NGOs.
- Can work on less supervision independently.
- Knowledge of FAMAS software and other Advance skill of Excel will be added value.
- Commitment to the aims and principles of SC; a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support
