About FCA

FCA is the largest Finnish organization for development cooperation and for humanitarian assistance. FCA specializes in three thematic priority areas: Right to Peace, Right to Livelihood, and Right to Quality Education.

FCA is seeking full time position for its activities as part of the Green Resilient Agricultural Productive Ecosystems (GRAPE) project. The activities are in the process of donor approval. Hence, the contract of this position is subject to funding agreement with donor.

About the Project-Green Resilient Agricultural Productive Ecosystems (GRAPE):

The GIZ led GRAPE project supports Nepal to improve framework conditions for inclusive local economic development and to adapt agricultural practices to climate change. This is to improve the incomes of marginalised households. Socially disadvantaged groups and women in particular should benefit from greater participation in value chains.

Description

Primary purpose of the position:

The Project Coordinator (PC) is responsible for the successful implementation of Climate Field School (CFS) activities of GRAPE project in Karnali and Sudurpaschim provinces, in close coordination with the implementing partner Rupantaran. The PC is accountable to ensure identification of rightsholders through rapid assessment and vulnerability mapping, re/forming groups, establishment of CFS, finalization of manuals for different crop/livestock based CFS, and effective implementation of CFSs. Similarly, PC is responsible for quality monitoring and timely reporting of the project activities, both internally within FCA and towards the donor GIZ.

The PC will provide support to Rupantaran to ensure that FCA’s standards of project planning, implementation and monitoring tools and techniques are applied. S/he will be responsible for preparing and ensuring the quality of NGO partners’ progress reports and provide summary to Program Manager. S/he will carry out monitoring visits and work together with the implementing partner to improve the quality of project implementation based on the finding of monitoring visits. S/he will be responsible for coordinating and networking with GRAPE project stakeholders and partners. The position is responsible for maintaining donor compliances.

Main tasks

Implementation of CFS

  • Together with FCA’s implementing partner, oversee and implement the project deliverables as per the timeline and workplan.
  • Support the partner’s project team to prepare plans and progress reports of the project.
  • Coordinate project activities in close coordination with other GRAPE project actors.
  • Develop and maintain relationship with all important stakeholders (government and non-government) relevant to the project
  • Take lead in preparing and facilitating communication, meetings and exchange between:
    different GRAPE project actors and stakeholders to build synergy
  • the provincial and municipal governments on project related processes and activities
  • external consultants for successful accomplishments of specific activities, e.g., Rapid
    Assessment, developing Learning/early impact document etc.
  • Provide advice and guidance relating to the project objectives and the thematic areas of CFS and Climate Resilient Agriculture (CRA)
  • Provide technical backstopping to Rupantaran staff for implementation of the project activities
  • Support in group governance and institutional strengthening of the farmers groups
  • Support and facilitate advocacy initiatives at the field level in close coordination with the implementing partner and farmers groups
  • Liaising with FCA SAC advisors to receive guidance on climate, gender advocacy topics and ensure alignment of the project compliances with donor requirements
  • Getting guidance from SAC advisors on climate, gender, advocacy and other relevant matters related to CFS implementation

Monitoring and Reporting

  • Conduct risk assessment for the project and maintain the risk register.
  • Prepare compliance calendar and implement accordingly and ensure other requirements of donor(s) are fulfilled.
  • Prepare and compile quality narrative and financial reports as per FCA ad donor standards, including defining problems and mitigation measures/solutions.
  • Prepare M&E framework in consultation with MEAL Coordinator and ensure the implementation accordingly.
  • Manage information and prepare report to meet the government of Nepal’s compliance.
  • Support and monitor implementing partner through regular communications, field visits and ensure that project and finance commitments are being fulfilled as per the cooperation agreements.
  • Conduct monitoring visits to project areas and address/ raise any identified issues or prepare a mitigation plan together with the project team.

Learning and knowledge management

  • Ensure technical and thematic knowledge transfer to project/programme.
  • Manage knowledge and data of the project activities and review data for verification to assure accuracy and reliability.
  • Develop learning and sharing documents in coordination with the MEAL Coordinator, Communication Specialist and external consultant.
  • Develop communication and dissemination plans of project learnings and results.
  • Organize and facilitate review and reflection meeting with partner and FCA team, and incorporate the feedback during planning process.
  • Prepare a process document of CFS explaining the major steps/stages of CFS from starting to exit.
  • Collect change stories from the field/implementing partner.

Coordination, networking and representation 

  • Maintain networking and coordination with government agencies, GRAPE partners, donor and other relevant stakeholders.
  • Represent FCA in different relevant external forums.

Competence, experience, skills, knowledge needed

  • Minimum Master’s Degree in Agriculture/Environmental Science/Social Sciences.
  • At least five years of experience in community development projects focused on resilient approach and right-based approach.
  • Experience working on climate change, livelihoods, food security, right to food and livestock and enterprise development etc.
  • Experience in working with community mobilization
  • Experience in implementing/operating CFS integrating the components of CRA will be an added value
  • Excellent interpersonal, facilitation, communication, negotiation and networking skills and team-working attitude
  • Understanding of crosscutting issues such as Gender
  • Equality, and Disability and Social Inclusion (GEDSI), climate-change, and conflict sensitivity
  • Good organizational and time management skills
  • Ability to work independently under pressure in an organized and responsive manner
  • Excellent communication skills in English and Nepali.
  • Proficiency in Microsoft Word, Excel, PowerPoint, graphics
  • presentations and other relevant applications.
  • Experience in GIZ funded project will be an added value

Responsibilities and independence

  • Problem solution requires finding solutions independently. Work is done mainly independently according to goals, plans and general instructions, and it may include financial and supervisory responsibility.
  • The tasks require independency and sometimes responsibility in preparing problem solutions, and also making decisions. The position holder works as a specialist of a sub-sector of function. The work may include demanding responsibility for operations, finances or personnel.
