Purpose of the Position

The System of Health Accounts (SHA) is designed to track health expenditure in a systematic, comprehensive, and consistent manner by estimating the expenditures incurred for the consumption of health care services and goods in a country for the reference year. It gives a wide range understanding of the health care financing system and the multi-sectorial contribution to health care. Tracking health spending is an important decision-making tool for policy and planning purposes. Development and practice of the health accounts provide evidence to help the government, policymakers, non-governmental stakeholders, and managers to make better decisions in their efforts to improve the health system. Health Accounts facilitate monitoring and review of the health financing system and financial protection over time; hence health expenditure data can be a critical input in monitoring the progress toward universal health coverage. It is equally helpful in analyzing equity and efficiency in the health system enabling a country to develop a credible health financing system with a view and effort to diversify health funds for the optimal utilization of resources.

Health Accounts in Nepal was initiated in 2000. Since then, the Ministry of Health and Population has been conducting health spending tracking exercises and produced seven rounds of National Health Accounts to date. The first three rounds of NHA were prepared based on the System of Health Accounts SHA.1.0. The fourth through seventh rounds were published in 2016, 2018, 2019, and 2022 and covered fiscal years 2009/10 through 2011/12, 2012/13 through 2015/16, 2016/17, and 2017/18, based on the System of Health Accounts 2011 (SHA 2011) framework. The Ministry of Health and Population continues working on further rounds of NHA and related products are underway.

Health spending tracking exercises in-country according to the SHA 2011 framework typically has four stages. The process is country-driven, though it sometimes requires external assistance.

Four stages are identified as follows:

  1. Planning, scoping, and launching SHA exercise.
  2. Planning the SHA data collection and collecting secondary and primary data sources.
  3. Data analysis and validation.
  4. Report writing and dissemination.

The National Health Accounts based on SHA 2011 framework requires the management and analysis of large volume of health expenditure data. The objective of the Data Assistant (National Health Accounts) is to support in overall process of National Health Accounts (NHA) produced by the Policy, Planning and Monitoring Division (PPMD), Ministry of Health and Population (MoHP), mainly in the data related works and requirements. The overall objective is to support NHA in data collection and management, result generation and reporting and related products. The Data Assistant is expected to assist primarily with the management of health expenditures related datasets, i.e., the collection, compilation, entry, and analysis of data needed mainly for the National Health Accounts and in the other areas of health financing as needed.
WHO Nepal is seeking qualified candidate to assist in data management functions of the datasets related to systems of health accounts. The incumbent will work in collaboration with PPMD, MoHP to assist in NHA related data collection, data management, and to assist in producing outputs based on the System of Health Accounts 2011 framework.

Summary of Assigned Duties:

Under the overall guidance of the Public Health Administrator, WHO, and the direct supervision of relevant technical staff, working in close collaboration with the Chief, PPMD (MoHP), teams within and outside the MoHP, and WHO, the SSA holder will perform the following:

  • Assist in data collection, data management and data reporting.
  • Assist in overseeing data analysis and interpretation of results and report writing.
  • Assist in completing the health accounts related activities and deliverables.
  • Assist in relation to conducting surveys and data analysis.
  • Assist in data section for developing the technical documents and briefs based on the National Health Accounts.
  • Assist in data related work in health financing as needed.
  • Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

QUALIFICATION:

Education:
Essential: Proficiency Certificate Level (PCL)/Higher Secondary (+2)

Experience:
Essential: At least five years working experience in data management, data analysis and reporting
Desirable: Experience on handling health economics and financial datasets

Functional Knowledge and Skills:
Familiar with National Health Accounts/System of Health Accounts 2011 Framework, and financing datasets; Ability to handle complex health expenditure datasets; Excellent data management and analysis skills

Other Skills (e.g., IT):

Proficiency in the use of MS Office Suite (Word, Excel, PowerPoint, Outlook etc.) Good working knowledge of data management and analysis packages (SPSS, STATA etc.).

REMUNERATION:

  • Monthly Salary: (Net of tax) NPR 81,066 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
