Organizational Setting
The Position:

The ‘Programme Analyst, Data’ is responsible for the generation and analysis of socio-economic and demographic data at National, Provincial and Local levels, in support UNFPA undertaking evidence-based advocacy and policy work and to inform and guide program interventions for the accelerated achievement of the ICPD Programme of Action (PoA) and the 2030 Agenda.

You will support all UNFPA programmatic areas through the generation and use of data, and data-based analytical products and demographic intelligence at national and sub-national level for upstream policy engagement and programme planning, implementation and tracking progress.

You will help to build the in-house statistical literacy of UNFPA staff and partners across programmatic areas. The post is located in the Population, Development and Youth Section in the UNFPA Country Office in Kathmandu. You will report to the Programme Specialist, Population Policy and Data.

Job Purpose:

The UNFPA strategic plan seeks to assure that we are able to count and account for everyone, everywhere, in advancement of the ICPD PoA and the 2030 Agenda. Under the strategic plan, a focus of UNFPA support is on strengthening national population data systems to track inequalities, target investments and achieve national, regional and global development and humanitarian agendas, including directing support to population groups that are furthest behind. UNFPA provides support to transform population data into demographic intelligence towards improving the responsiveness, targeting and impact of development and humanitarian policies and plans.

Working under the supervision of the UNFPA ‘Programme Specialist, Population Policy and Data’, as the ‘Programme Analyst, Data’, you will be the UNFPA national lead on socio-economic and demographic data analysis and evidence generation covering all data of relevance to the UNFPA mandate. To achieve this aim, you will work closely with national and international experts whilst supporting the work of the UNFPA programme and humanitarian teams as well as the monitoring and evaluation team and UNFPA key partners on data collection and collation, analysis and evidence generation. The role will involve generating information from a broad range of existing datasets, carrying out cross-sectional and trend analysis as well as supporting the work of experts conducting more specialized methods such as spatial, multivariate and small area estimations across UNFPA mandated areas, especially for the three transformative goals of UNFPA and the SDGs.

You will ensure timely availability of fully-disaggregated data for humanitarian response. During emergencies, data on the status of the affected population in particular related to sexual and reproductive health and gender-based violence is limited, but it is vital for highlight increases in risks to women and girls and ensuring appropriately tailored services and an effective response.

You will contribute substantively to the generation of the required data for policy and programming efforts under the ongoing UNFPA Country Programme and donor supported projects. Through interaction with the designated inter-agency task group, you will provide data and evidence inputs for the CCA and UNSDCF, particularly in UNFPA mandated areas. You will contribute to data-based requirements for evidence-based policies within briefs, reports and presentation slides.

Main Tasks & Responsibilities
You would be responsible for:

A. Technical Support

  • Provide technical support to UNFPA personnel and relevant partners with data and analyses and capacity building to inform advocacy and policy interventions as well as to tailor programme activities in development and humanitarian contexts across the country.
  • Provide and/or mobilize technical support for systems strengthening and capacity development during preparation and undertaking of national census, surveys and other data collection and analysis activities, such as rapid assessments and participate in data analysis exercises.
  • Generate data and evidence for thematic and country analyses including for developing UN system wide frameworks and the UNFPA supported Country Programme and projects.
  • Develop and support maintenance of relevant databases for UNFPA programming, humanitarian response (Common Operational Dataset-Population Statistics) and monitoring and evaluation, and provide orientation in their use.
  • Support experts on analysis of census data and relevant surveys, such as the DHS and MICS, along with administrative data including Civil Registration and Vital Statistics, using statistical and geospatial tools for demographic profiling, trend analysis, multivariate, and spatial and small area estimation and thereafter to generate evidence for reports, briefs and dialogues.
  • Generate and analyse data to facilitate policy dialogue and advocacy with the Government and other key stakeholders to advance knowledge and understanding of population dynamics and its integration in national and sub-national population policies, plans and budgets.
  • Use state-of-the art tools to review and synthesize evidence from data and research to facilitate evidence based policy dialogue and advocacy and contribute to the development of materials.
  • Generate innovative ideas and solutions to improve the collection and analysis of data include accessing information communication technology and novel sources of “big data”.

B. Programme management

  • Work with UNFPA programme, provincial, monitoring and evaluation, communication teams, and the implementing partners to enhance data collection and analysis capacities for evidence based programme management of the UNFPA supported Country Programme and projects.
  • Build the in-house statistical literacy of UNFPA staff and implementing partners through facilitating learning sessions on data and trends analysis.
  • Participate actively in relevant interagency activities, ensuring that analysis of population dynamics and other relevant data and analysis are fully considered in programme design, planning and reporting and represent UNFPA in the data working group.
  • Support formulation of the next UNFPA supported Country Programme, concepts notes, proposals, and other materials, by preparing tables and statistical data and compiling and analysing information relevant to the mandate of UNFPA in the country.
  • Develop new and strengthen existing partnerships with government and non-governmental data agencies, academia, civil society, UN agencies and other development partners in the field of data, statistics and research.

C. Knowledge management

  • Lead the development and management of data repository that brings together data from multiple sources into a coherent platform to inform decision making and other activities.
  • Help create and document knowledge about current and emerging issues and trends in the areas relevant to UNFPA’s mandate and mission in Nepal.
  • Contribute to the development and implementation of a research agenda for UNFPA priority areas of work in Nepal, including data collection methodologies and research protocols.
  • Contribute to knowledge resources for capacity building in the area of data generation, analysis and utilization for UNFPA and other UN agencies, relevant Government Ministries and Departments and other stakeholders.
  • Assist in the development of policy briefs, reports and presentations for dialogues to support evidence-based decision-making for achievement of the ICPD PoA and 2030 Agenda through generating analysis about current and emerging issues and trends in population dynamics, sexual and reproductive health, adolescents and youth and gender equality.
  • Carry out any other duties as may be requested by UNFPA Nepal.

Qualifications and Experience
Education:

  • Advanced university degree in demography, statistics, public health or other social science related discipline.

Knowledge and Experience:

  • At least two years of professional experience in data generation and analysis relating to applied statistics, public health, demography or similar field.
  • Experience in quantitative data collection (large scale national surveys and census taking) and working with and managing datasets.
  • Experience in use of statistical packages such as SPSS, R or STATA, and geospatial packages such as Arc GIS or QGIS for demographic and socio-economic analytical purposes.
  • Experience in providing training in demographic and socio-economic data and analysis.
  • Relevant experience with the 2030 Agenda and good understanding of the ICPD PoA.
  • Excellent office computer skills (i.e. Word, Excel, PowerPoint, and others).
  • Strong document writing and reviewing skills and ability to prepare presentations.
  • Experience in upstream policy work is an asset.
  • Experience in the UN system is an asset.

Languages:

  • Proficiency in English and Nepali is required. Working knowledge of another UN language an asset.
