CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS Nepal has been implementing emergency
multi-sector response and recovery (earthquake, monsoon and COVID) programs in Gorkha, Okuldunga, Kavre, Lamjung, Makwanpur, Tanahu, Chitwan, and Palpa districts. CRS is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. Since March 2017, CRS-led Housing Recovery
and Reconstruction Platform (HRRP) provides technical and information management support to relevant national, provincial and local governments across 32 earthquake-affected districts.

CRS Nepal Invites applications from eligible and interested candidates for the following positions:

Project Director (1 Position-Based in Kathmandu):

You will provide overall leadership to the ReCoVER project team and be responsible for the overall management of the project including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You are responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. As a senior leader, you will proactively manage security and mitigate security risks.

Roles and Key Responsibilities:

  • Lead the development, implementation and consolidation of the ReCoVER project. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact to the donor as well as public, private and non-government stakeholders.
  • Provide leadership on and develop an influence plan for liaising with Government of Nepal ministries on ensuring continuation for most vulnerable household reconstruction.
  • Guide ReCoVER staff to formulate scaling and influence performance goals and provide guidance to evaluate on these goals that are largely dependent on external factors.
  • Ensure strategic objectives and results are accomplished and meet technical quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and recruitment process of senior staff
  • Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
  • Manage and mitigate risk. Ensure quarterly updates of ReCoVER risk management plan. Ensure compliance in donor terms including oversight of partner budgets, finance and administration, and reporting to the donor.
  • Coordinate relationships with consortium partner organizations. Contribute to coordination of roles and activities of staff from consortium member organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

Basic Qualifications

  • Master’s degree in an engineering, agricultural or international development-related field.
  • At least 5 years of experience managing large scale development grants, preferably focusing on shelter, agricultural livelihoods, or WASH.
  • Proven track record of successful program management, including management of multi-activity projects, complicated logistics and large budgets, as well as commodities.
  • At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.
  • Experience with CRS programming and partners is preferred.
  • Nepali citizen is preferred or right to work in Nepal is required

Preferred Qualifications

  • Proven track record of managing multi-site projects including through a consortium approach.
  • Experience successfully working with GESI diverse groups is a plus, including marginalized groups; persons with disability; and those originating from a geographic marginalized location.
  • Local expertise w/ permanent address in project district (excluding Kathmandu Valley).
  • Strong experience with the CRS Homes and Communities strategic platform highly preferred.
  • Knowledge of CRS Partnership strategy and Partner management experience, an advantage.
  • Prior experience working in South Asia.
  • Excellent report writing skills.
  • Excellent knowledge and experience in budget management and project management.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.

Technical Advisor- DRR/ Climate Change Adaptation and Emergency Response (1 Position-Based in Kathmandu):

You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on larger projects in the area of DRR in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ DRR programming is across the globe.

Roles and Key Responsibilities:

  • Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in DRR, emergency response and climate change adaptation that effectively engage partners, donors and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.
  • Provide technical solutions to regional and CP teams, remotely and on-site, for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation. Provide technical oversight and quality assurance for DRR interventions integrated across CRS Nepal projects.
  • Contribute to regional and CP efforts to pre-position CRS for growth opportunities in DRR, emergency management and climate change adaptation. Lead or contribute to the development of the technical design for large and/or complex proposals, including defining appropriate monitoring systems and indicators. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach.
  • Contribute to capacity strengthening initiatives for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CP staff.
  • Manage one or more projects focused on partner capacity building in emergency response, including assessment, developing tailored capacity building plans and liaising with country program, regional program and technical colleagues.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal
    reports.
  • Support generating strategic evidence, based on the knowledge management system of key stakeholders, for scaling, including the evidence demand of scaling entities and intermediaries.
  • Establish and maintain relationships with donors, peer organizations, research and other institutions. Participate in forums to collect and share best practices and promote CRS’ work.

Basic Qualifications

  • Master’s Degree in DRR, international development or climate-related field required. PhD preferred.
  • Minimum of five years working experience in DRR, Climate Change Adaptation and Emergency Response, including Cash and Vouchers
  • Minimum of three years working experience as Technical Advisor or Program Manager in Emergency Response and Recovery. Experience in DRR, Climate Change Adaptation and Emergency Response, including Cash and Vouchers is preferred.
  • Experience in business development, project design and proposal development in DRR, Climate Change Adaptation and Emergency Response, including Cash and Vouchers.
  • Demonstrated experience in and application of technical principles and concepts in DRR, Climate Change Adaptation and Emergency Response, including Cash and Vouchers
  • Experience with CRS programming and partners is preferred.
  • Experience in business development, project design and proposal development in DRR and emergency response, including technical writing.
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
  • High-level knowledge in ArcGIS, CommCare, SPSS and other related software packages.
