Organizational Setting
The Position:
The Human Resources (HR) Associate is located in Kathmandu in Nepal Country Office (CO) and delivers effective human resource advice and services to internal and external clients in compliance with established rules, guidelines, processes and procedures.
The HR Associate provides leadership in execution of the full range of CO HR services ensuring their transparency and integrity. The HR Associate promotes a collaborative, client-oriented approach and facilitates the maintenance of high staff morale. The HR delivers effective human resources advice and services to internal and external clients in compliance with established rules, guidelines, processes and procedures. S/he takes a client-oriented and results-focused approach to interpreting the rules, regulations, procedures, and guidelines, providing support and guidance to the CO ensuring proper functioning of the HR management system.
You will report to the International Operations Manager and may supervise other personnel.

Main Tasks & Responsibilities
You will be responsible for:
1. Strategic Planning and Management of Human Resources
- Stay abreast, interpret, and guide the CO in complying with UN/UNFPA Personnel rules, regulations, policies and procedures, and provide guidance to staff in recruitments and all stages of human resources management, including in humanitarian settings in which rapid response measures are required.
- Assist all relevant CO and project teams in defining their human resources needs in accordance with the approved resources, Annual Work Plans, brief managers and project personnel on different types of contracting modalities, HR policies and benefits, and ensure that the staffing requirements are efficiently implemented.
- Provide guidance to staff and personnel on all aspects of human resources, including recruitment, contracting, performance management, employee relations, and HR processes and procedures.
- Support hiring managers and manage the recruitment and selection processes, e.g., organize recruitment processes, including drafting job description, provide input to job classification processes, issue vacancy announcements, screening of candidates, and participate in interview panels.
- Prepare or review submissions to the Compliance Review Board (CRB).
- Organize on-boarding, UN ID and induction of new staff, including sharing of induction packages.
- Administer international and national personnel in a timely manner and accurately.
- Maintain accurate and up to date personnel status files in a confidential and secure manner.
- Follow up with all staff to ensure timely completion and update of mandatory courses / their learning plans and maintain appropriate records of this.
- Perform the role of Leave Monitor in ATLAS/ERP System and fulfil ATLAS/ERP System functions relating to human resources, providing guidance to staff on all aspects of ATLAS/ERP System HR modules.
- Represent UNFPA in UN Operations Management Team Working Groups and Business Operating Strategy Working Groups on HR matters.
2. Administration and implementation of HR strategies, policies, processes and procedures
- Full compliance of HR recording and reporting systems with UN rules and regulations, UNFPA policies, procedures, and strategies; effective implementation of the internal control framework, proper functioning of the HR management system.
- Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes, etc.
- CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management.
3. Staff performance, career development and knowledge sharing
- Manage the Performance Appraisal and Development cycle (PAD) and ensure that follow up actions are conducted in this regard, including staff learning and development, performance improvement processes, etc.
- Assist in the preparation and monitoring of the CO staff development and retention plan, participate and prepare the CO Learning Plan and other relevant CO instruments, including supporting the IOM with sharing and follow up on learning budgets with Human Resources Strategic Partner.
- Contribute to UN-related surveys focusing, e.g., participate in the work of Local Salary Survey Committee (LSSC): Collection of information and preparation of reports for comprehensive and interim local salary, hardship and place-to-place surveys.
- Collect and analyze data from multiple sources to inform the content of performance management, learning and career development programs.
- Supports the IOM in tracking and reporting on indicators relating to HR management, and ensures sharing of best practices, distribution of learning and training materials, organization of HR learning, training and briefing events, networking with other UN agencies and private institutions on work/family life matters and psycho-social services.
- Organize learning and briefing sessions for CO staff on different HR policies, as relevant.
- Make sound contributions to knowledge networks and communities of practice, including staff wellbeing and PSEA.
4. Hiring and Administration of Individual Consultants
- Maintain an updated roster of consultants in all the mandate areas of UNFPA, including updating of the Consultant Monitoring Tool (CMT).
- Review the Terms of Reference submitted to ensure they are complete with essential elements to allow for timely preparation and management of the contract.
- Identify suitable candidates from UNFPA Consultant Rosters (CO, regional offices and international), UN system and its various networks, or advertise widely.
- Undertake due processes for hiring of consultants in accordance with prescribed UNFPA guidelines.
- Prepare Individual Contract for each consultant, ensuring minimization of UNFPA’s liability exposure.
- Where travel is involved, ensure visa and security clearance are issued before any travel takes place, ensuring that the mandatory requirements are completed before travel, including field security course, insurance, etc.
- Closely monitor the consultant’s contract, alerting the concerned hiring unit of the contract expiration date for any follow-up action needed in good timing.
- Ensure receipt of necessary approval(s) and completeness of supporting documents received, including performance assessments, before effecting any payment to Consultant, including evaluation of consultant before making final payment.
Other:
- Manage and coach other HR personnel, as appropriate.
- Perform any other duties as may be assigned by the Supervisor and Senior Management of the CO.
Qualifications and Experience
Education:
- Completed Secondary Level Education required.
- First level university degree in Human Resources Management, Business or Public Administration, Psychology, Labor Law, international development studies, or similar discipline highly desirable.
Knowledge and Experience:
- Minimum of seven years of relevant HR experience is required at the national or international level, including experience specifically in recruitment. Familiarity with UN Personnel and administrative procedures and the ability to interpret administrative and personnel rules, regulations and procedures and explain them clearly and concisely.
- Proven experience and track record in successfully managing and implementing HR policies, processes and systems in development organizations.
- Experience in working in teams and leading people is highly desirable.
- Excellent working knowledge of MS Office, ERP (e.g. PeopleSoft, Oracle, SAP and other ERP systems), E-filing system and other software applications is required.
Languages:
- Full proficiency in English (oral and written) required. Strong knowledge of Nepali. Other UN Languages an asset.
