Organizational Setting
The Position:
UNFPA Nepal CO is technically supporting the Central Bureau of Statistics (CBS) to undertake the next population and housing census of Nepal to international standards and to fully analyse and disseminate the results for planning and policy use. The Programme Analyst, Census will report to the UNFPA Census Coordinator and provide substantive support on all activities relating to the 2021 Nepal Population and Housing Census for the CBS.

Job Purpose:
As the Programme Analyst, Census, you will work under the supervision of the UNFPA Census Coordinator on all aspects of technical census support to the CBS. The Programme Analyst, Census will collaborate with communications staff of UNFPA on census communications and advocacy products and their dissemination, and will ensure the census operations at every stage take into account Gender and Social Inclusion (GESI) dimensions in the diverse context of Nepal.
Main Tasks & Responsibilities
You will be responsible for:
A. Technical Guidance
As key national liaison with CBS, you will provide substantive technical assistance to CBS on:
- census observations;
- production and validation of census tabulations;
- development of Common Operational Datasets on Population Statistics (COD-PS) from census data for humanitarian preparedness and response;
- generation of national and sub-national population projections;
- design and development of a master sampling frame for future data collection activities;
- development of a REDATAM interactive database from census data;
- a study on pregnancy related deaths based on the census data; and
- orientation and guidance of national thematic report authors.
B. Knowledge Management
As part of the UNFPA Census Team, you will apply your awareness of the context in Nepal in conjunction with your census-specific technical experience on:
- contextual scanning of risks related to all census activities and outputs;
- communication and coordination workshops on census literacy (participation and data use);
- development of census communication and advocacy materials; and
- development of training/orientation materials on:
demographic methods and dissemination guidelines for the national authors of thematic reports;
development of Sustainable Development and International Conference on Population and Development (ICPD) Programme of Action (PoA) indicators from census data. - In addition, you will ensure that GESI principles are incorporated across all activities and outputs.
C. Programme Management and Coordination
The third core area of your work will involve:
- Undertaking analysis on and management of census budgets and resources;
- Liaising with CBS on census resource requirements in a timely fashion;
- Assistance on development of resource mobilization strategies and materials;
- Undertaking tracking of census related strategic indicators and milestones to ensure that they are monitored and achieved.
Finally, your role will involve undertaking any other census-related tasks as specified by the Census Coordinator.
Qualifications and Experience
Education:
- Advanced university degree in demography, statistics, public health or other social science related discipline.
Knowledge and Experience:
- At least two years of professional experience in census planning, data collection and analysis.
- Experience in use of statistical packages such as SPSS, R, or STATA for demographic and socio-economic analytical purposes.
- Experience in providing training in demographic and socio-economic data and analysis.
- Excellent office computer skills (i.e. Word, Excel, PowerPoint, and others).
- Strong document writing and reviewing skills and ability to prepare presentations.
- Familiarity with the ICPD PoA and the 2030 Agenda on Sustainable Development.
- Experience in use of geospatial packages such as ArcGIS or QGIS for demographic and socio-economic analytical purposes an asset.
- Experience in the UN system an asset.
Languages:
- Fluency in English (oral and written) and working knowledge of Nepali is mandatory. Knowledge of other UN languages is an asset.
