Position: Junior Technical Advisor – Healthcare Waste Management

Duty Station: Kathmandu with frequent travel to hospital sites
Duration: January – June 2022 with possibility of an extension

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH seeks a Junior Technical Advisor with a focus on Healthcare Waste Management (HCWM) at hospitals to support the partners’ hospitals in implementing national HCWM Standards and Operating Procedures (SOP)-2020. The project Support to the Health Sector Strategy (S2HSS) works in close cooperation with the Ministry of Health and Population at federal level, Ministry of Social Development at selected province, selected local governments and hospitals
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing its activities on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). Overall, S2HSS aims at improving the capacity of partner institutions in the areas of social health protection and health care management for the population and is focusing on 4 key result areas: 1) Social Health Protection: Improving core processes of the Health Insurance Board (HIB) and the Social Security Fund (SSF), 2) Subnational Health Management: Strengthening health management capacities of selected subnational governments and hospitals, 3) Digital Health: Improving access to digital data and information for health sector management and 4) Reproductive Health: Institutionalization of selected approaches for the improvement of reproductive health services

The position holder shall work under S2HSS’s output “Sub-National Health Management” and in close cooperation with its partner organizations.

 

Responsibilities:

1. Coordinate and manage the implementation of healthcare waste management related project activities in thematic area “Sub-National Health Management” at federal level as well as sub national level hospitals and healthcare facilities

  • Assist in providing technical advisory support to 13 hospitals in managing healthcare waste management activities
  • Coordinate the HCWM committee and focal person for implementation of HCWM standards and operating procedures
  •  Coordinate with chief of respective hospitals for developing plan of action for HCWM and hospital laundry
  • Conduct regular monitoring visits to the 13 partner hospitals
  • Facilitate the peer learning events among hospitals, municipalities and provincial governments in coordination with other GIZ projects and partners like WHO, UNDP, UNICEF
  • Assist in providing technical advice to MoHP and provincial governments on HCWM and operation and maintenance of related equipment

2. Coordinate with national consultants and NGOs for operation and maintenance of the HCWM treatment centre and hospital laundry at selected hospitals

  •  Support to develop operation and maintenance plan of 13 hospitals related to HCWM treatment centre and hospital laundry
  •  Support to monitor the functionality of autoclaves, washing machines and other equipment and provide necessary technical advice for its maintenance
  • Support to monitor the healthcare waste generation and its recording and reporting system at each hospital

3. Monitor activities funded by GIZ and implemented by national consultant and NGOs to strengthen capacity building measures related to HCWM at selected hospitals

  • Coordinate on capacity building of HCWM focal persons, autoclave operators, washing machine operators and waste workers for:
  • Installation of functional Healthcare Waste Treatment Centre and Hospital Laundry system
  • Promote the environment friendly HCWM practice and information management system
  •  Follow up with partner hospitals on compliance with relevant national standards, SOPs and protocols

4. Support reporting and knowledge management related to HCWM activities.

  • Assist Senior Technical Advisor in programme’s knowledge management and documentation of learning and innovations
  • Report monthly progress and status of work through the results-based monitoring [RBM] framework

Required qualifications and experience:

  • Bachelor’s degree in Bio-Medical Engineering or similar fields
  • Minimum 2 years professional experience in a similar position, knowledge on health care waste management at hospitals/ healthcare facilities
  • Experience in maintenance of bio-medical equipment relevant to waste management and infection control at hospital level compliant with Government of Nepal standards
  • Demonstrated expertise in managing diverse stakeholders and promoting consensus
  • Preferably experience working with hospitals and government partners
  • Very good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  •  Strong organizational, interpersonal & management skills and excellent team player, networking with the ability of advocacy and negotiation
  • Coordination with partner organisations, willing to travel extensively to hospital sites to support partners
  • Strong presentation skills
  • Excellent communication skills in both English and Nepali(both written and verbal)
