The Liaison Manager coordinates with relevant Government authorities and PR related to the Global Fund grant implementation to maintain a very good working relationships and smoothen the Global Fund related administrative support required from Ministry and entities.
This position will be based in Kathmandu and serve as a “one-stop liaison focal point” for SCI’s Global Fund programme with MoHP. Under the direct supervision of the Global Fund CoP; the Sr Manager – Liaison will coordinate/liaise with the Sr Director Programme, Deputy CoP Finance and Operation, Senior Managers, Managers and Technical Advisors based at the SCI/GF CO, FO and in Entities to ensure and strengthen working relations and work arrangements under the aegis of the Ministry of Health and Populations, Government of Nepal both at the federal and local level.
The position will play a lead role in advising the Secretary – MoHP and the CoP – Global Fund on relevant issues, agendas and engagement plans linked with the Global Fund programme. At MoHP the position will lead the engagement on behalf of SCI’s Global Fund programme at all levels. S/he will also support the CoP and inter alia the Global Fund senior management in identifying and addressing issues to facilitate a robust working relationship with MoHP and through it with the diseases entities
The incumbent will coordinate and undertake field visits specially involving the government at the federal and provincial levels to strengthen SCI engagements and to support efforts towards decentralisation, policy reforms, advocacy and linked programme implementation. While the incumbent reports directly to the Global Fund COP, s/he will also work closely with SCI partners engaged at MoHP on relevant agendas i.e., CCM, donor engagements, advocacy with line ministries and departments and for policy reforms and financing.
S/he will also represent the CO in key SCI and Global Fund programme related local, national and regional for a relevant for the role or as advised by the Global Fund COP
KEY AREAS OF ACCOUNTABILITY:
- Serve as a “one-stop liaison focal point” for SCI’s Global Fund programme related engagements with the Ministry of Health and Population.
- Under the aegis of the Ministry of Health and Population, liaise with other ministries, departments and implementing entities of HIV, TB and Malaria for ensuring a good working relation, a cohesive system and a coordinating arrangement for identifying and addressing bottlenecks in programme implementation.
- On behalf of the SCI Global Fund programme support the provinces
- Coordinate and undertake field visits specially involving the government at the federal and provincial levels to strengthen SCI and MoHP engagements and to support efforts towards decentralisation, policy reforms, advocacy and linked programme implementation.
- Work closely with SCI partners engaged at MoHP or on its behalf, in other platforms, on relevant agendas i.e., CCM, donor engagements, advocacy with line ministries and departments and for policy reforms and financing.
- Serve as a catalyst between the federal and provincial government, entities, and SCI Global Fund field offices to strengthen the programme coordination, implementation, PSM and other key aspects.
- Drive key advocacy efforts with MoHP at the strategic level i.e., pushing policy matters like mandatory case notification by pvt sector in TB and Malaria, financing / co-financing at the provincial/federal level and pushing for policy reforms linked with marginalised communities as planned under the catalytic grant of Global Fund,
- With the knowledge of the CoP and the relevant Global Fund team members, represent Global Fund programme in key MoHP and related platforms and advise CoP on SCI representation in meetings organised by / linked with MoHP.
- Develop a longer-term strategy for managing external professional relationships specially with the government in line with the Nepal political context
- Ensure timely communication with the Ministry of Health and Population, entities and PR in any issue linked with the Global Fund programme
- Work with senior management team of SCI / Global Fund to facilitate Project Agreement, Tri-partite agreement and other MoU related to the Grants
- On behalf of SCI and MoHP, as a liaison support the Global team to monitor the progress of the conditions/recommendations/management actions of different agreement and follow-up with relevant units/agencies for timely completion of the conditions/management actions
- Lead all aspects of the Global Fund programmes relationship management with MoHP and line ministries and departments of Government of Nepal and support in anticipating and addressing potential risks linked with political developments, procurement and supply chain and/or coordination arrangements
- Establish and maintain effective communication channels and ensure regular and systematic information sharing with MoHP, stakeholders and partners in the implementation of Global Fund.
- Ensure coordination between the different units under the Global Fund for any pending issues or follow-up required/linked with MOHP or other agencies.
- Other tasks as assigned by COP.
Qualifications and Experience
- Master’s degree in Public Health, Political Science, Public Relations, Public Policy, Public Administration and related areas
- Minimum of 7 years of working experience in any area including 5+ years of demonstrated experience in Public Health Liaison/coordination
