Rural Health and Education Service Trust (RHEST) is dedicated to ending all forms of gender-based violence, including trafficking and child marriage, and promoting girls’ education. RHEST has been supporting the formal education of more than 12000 vulnerable girls in the rural communities in 18 districts of Nepal. RHEST is looking for qualified candidates for the post of Finance and Administration Director (FAD) for its head office in Kathmandu
Finance and Administration Director (FAD)
Remuneration: Negotiable
Department: Administration and Finance
Reports to: Executive Director and Associate Executive Director
Duration of assignment: One year with possible extension
Job role Role overview: As a member of the senior management team (SMT), FAD will lead the overall financial and administrative management of RHEST and its programs. S/he will manage cash flow, statutory requirements, procurement/logistics, financial forecasting, NGO compliances, asset inventory, and office maintenance/insurance.
Key responsibilities
Budgeting, planning and finance management
- Leads the overall and program-wise budget planning and their review and consolidation. Ensures control of expenditures and distribution of resources in accordance with the organization’s policies and procedures
- Analyzes organizational Annual Cost Recovery Plan and funding gaps and shares them with the SMT
- Guides the finance teams to prepare a budget of the programs and Partner NGOs (PNGOs) and to make budget for the new proposals
Monitoring and reporting:
- Develops, monitors, reviews, and updates the finance and admin status from the perspectives of cost-effectiveness and quality assurance
- Finalizes the periodic and annual financial reports drafted by the admin and finance teams. Ensures the timely discussion/s on the financial reports with the Executive Board and SMT and submits them to the donors and government (when applicable) as per the requirement
- Supports the admin and finance team/s to keep up-to-date financial data and information
System (admin, finance, and governance) development and maintenance
- Reviews the existing policies and procedures and makes sure they are compliant with the donors, Social Welfare Council (SWC), and relevant laws and regulations of the government/s and organization’s objectives and goals
- Recommends the E. Board and Executive Director for making the required laws, policies, strategies, and procedures and amending the existing ones if they fail to meet the requirements of the donors, Social Welfare Council (SWC), and relevant laws and regulations of the government/s
- Ensures quality implementation of the policies and procedures of the organization
- Provides periodic inputs and advice to the E. Board and SMT for the effectiveness of the entire admin and finance
- Leads the internal and external auditing and coordinates with the donor auditor’s comments and organization’s response
Staff management and capacity development
- Supports the preparation of staff job descriptions and performance standards. Takes part in the staff recruitment, staff performance evaluation, team building, and reward and punishment
- Provides induction, training, and mentoring to the admin and finance staff and makes sure they are complying with the assigned responsibilities
Other institutional responsibilities
- Contributes, as a member of SMT, to handling the staff grievances and workplace discriminations and abuses on any ground
- Promotes institutional development of RHEST by contributing to proposal writing, finding new funding, and partnership management
- Coordinates the renewal of the organization and periodic monitoring of the RHEST activities by the government (SWC)
- Helps RHEST give new direction or modify its working culture from the finance perspectives and based on the national and international practices and laws and policies
Person specific
Qualifications and experience
- A Bachelor’s Degree in Finance Management (Master’s Degree preferred) from a recognized university • At least eight years of work experience in related field in I/NGOs and private sectors as a member of SMT
- Experience in handling large-scale portfolios, financial and admin management, and admin and finance policies and procedures are preferred
Essential knowledge and skills
Knowledge
- Good understanding of the project cycle management and financial monitoring tools and indicators
- Sound knowledge of the external (political, social, economic, and crisis and conflict) factors with project management impact
- Good knowledge of the issues that relate to RHEST goals and passion for gender equality and discrimination-free society Skills
- Proven leadership and self/people management skills
- Demonstrated ability to work under pressure and multiple strategic and operational priorities and to meet the deadlines
- Data analyzing and presentation skills
Language proficiency
- Excellent communication skills (reading, writing, listening, and speaking) in both English and Nepali
IT skills: Excellent computer literacy in MS Word and Excel
Flexibility: Flexible to take other additional tasks as needed by the organization
