Director for Data Collection, Analytics and Use (DDCAU)

REPORTS TO: Chief of Party
LOCATION: Kathmandu, Nepal

We are currently seeking qualified candidates for the position of Director for Data Collection, Analytics and Use (DDCAU) for the Nepal USAID Adolescent Reproductive Health (Nepal ARH) opportunity in Nepal. This position is subject to project award and funding.

Position Description:

The Director for Data Collection, Analytics and Use (DDCAU) will report to and assist the Chief of Party with technical assistance in support of monitoring, research, evaluation and learning activities for this opportunity; and in the development and dissemination of tools, materials, reports, papers, and intervention- linked research. S/he will provide technical guidance by designing and developing monitoring and evaluation (M&E) systems and procedures for the project. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program and developing data dashboards for real-time reporting. S/he will undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Further, this position is expected to ensure the collection of appropriate data from a variety of sources to understand effective approaches and Activity performance on an on-going basis. This position will lead the Activity in the effective analysis and use of data to adjust programmatic approaches at the national and individual municipal levels on a continuous basis. This position, along with the COP and DCOP, will lead the Activity in the continuous implementation of adaptive management, ensuring a feedback loop and direct connection between data and continuous program and strategic adjustments and improvements.
The position will be based in Kathmandu, Nepal with 20-30 percent travel outside Kathmandu valley.

Key Responsibilities:

  • Support the Chief of Party and Deputy Chief of Party in designing and implementation of the monitoring, evaluation, research, and learning plan.
  • Develop and ensure application of effective data collection, tracking, and reporting to monitor activity outputs and program quality.
  • In collaboration with program staff, develop data and spatial dashboards for reporting and real-time program data review.
  • Provide ongoing oversight and technical assistance to partners implementing monitoring and evaluation activities, ensuring data and analysis are of high quality
  • Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results, particularly any monitoring activities undertaken by consortium partners.
  • Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
  • Ensure all research is ethically reviewed and meets quality standards for research design, protocols, abstracts and manuscripts, seeking technical assistance when required.
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
  • Continually maintain a dialogue and M&E technical exchange with field counterparts and technical staff of implementing partners.
  • Review M&E plans and performance monitoring plans for quality and adherence to donor requirements.
  • Collaborate with the government representative/departments and other stakeholders for implementation research design and supervise all study conduct and results synthesis for research.
  • Oversee the collection, publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, government counterparts, and other key stakeholders. Collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis, visualization and use.
  • Oversee data quality assessments and monitor data quality and accuracy, immediately reporting any discrepancies to leadership
  • Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc.
  • Perform other relevant duties as assigned by the Chief of Party, Deputy Chief of Party and Country Director.

Minimum Requirements:

  • At least eight years of experience in monitoring, evaluation, study design/management, or statistical analysis in the development field, with increasing levels of responsibility. Experience with survey design, or the design and testing of data collection instruments preferred.
  • A postgraduate degree in statistics, study design/implementation, research methods, M&E or a related field.
  • An exceptional grasp of data analytics/statistical analysis; the demonstrated ability to independently conduct analysis of large datasets, including quantitative and qualitative data sets. Experience with and command of one or more data/statistical analysis programs/software. Ability to conduct data collection, analysis, and reporting of publishable quality.
  • Ability to independently develop monitoring and reporting systems that include appropriate indicators, baseline data, targets; and a plan to evaluate performance and produce timely, accurate and complete reporting. Ability to identify and summarize key, relevant data and other information; ability to prepare detailed, accurate, relevant, reader-friendly reports.
  • Experience implementing adaptive management. The ability to work collaboratively with program staff and leadership to ensure a feedback loop and direct connection between data and continuous program and strategic adjustments and improvements. The ability to translate data and research findings into appropriate programmatic interventions.
  • Good track record of leading, supporting and coaching field teams and counterparts.
  • Excellent written and spoken English language skills. Ability to speak Nepali preferred.
