Organizational Setting

The Position:

The Programme Analyst, Harmful Practices, contributes to UNFPA’s work on ending harmful practices, by providing technical and programmatic support to the country component of two global programmes on harmful practices i.e. UNFPA-UNICEF Joint Global Programme to Accelerate Action to End Child Marriage and the UNFPA Global Programme on Gender Bias Sex Selection (hereafter referred to as the Global Programmes).

In addition, the Programme Analyst supports work related to adolescent development and empowerement and other harmful practices. In the context of humanitrain settings, the incumbent also assists in the implementation of programmes through innovative approaches to minimize the risk and increase in harmful practices.

The Programme Analyst, Harmful Practices will work under the overall direction and supervision of the Programme Specialist, Harmful Practices. S/he will work closely with relevant UNFPA colleagues across sectors and all levels of the organization to promote a coherent approach to ending harmful practices, recognizing its linkages to the broader UNFPA strategy, particularly on gender equality and adolescent/youth empowerment.

Job Purpose:

Harmful practices are deeply embedded within social, cultural and religious norms and are often perceived as traditional in communities in which they are practiced. In Nepal, harmful practices keep women and girls from reaching their full potential and deny them dignity and individual freedoms. For women and girls from excluded groups, the impact is heavily compounded as they are already more vulnerable to violence, poor physical and psychological health and educational and economic outcomes.
Despite significant advancements in legislative and policy frameworks in Nepal, harmful practices such as child marriage and gender-biased selection continue to prevail, reflecting a persistent son preference. Child marriage which is declining slowly remains high at 32.8 percent in 2019 (MICS) among women aged 20-24 who were married before the age of 18. Similarly, gender biased sex selection pervades with a ratio of 110 boys for every 100 girls. As the total fertility rate falls to almost replacement level with a corresponding rise in the desire to limit families to two children, the preference for at least one son grows, leading to gender biased sex selection. Menstruation is considered taboo across the country and although criminalized, chhaupadi – which prevents women and girls from participating in normal family and other activities when menstuaring- still continues.

In recognition of harmful practices being barriers to the achievement of gender equality, the empowerment of women and girls and reaching those furthest behind as embodied in Agenda 2030, UNFPA implements the country component of two global programmes to combat harmful practices i.e. UNFPA-UNICEF Joint Global Programme to Accelerate Action to End Child Marriage and the UNFPA Global Programme on Gender Bias Sex Selection.

The purpose of this position is to provide technical support and enable effective implementation of the country component of two global programmes on harmful practices that are currently in their second phase of implementation: 1) UNFPA-UNICEF Joint Global Programme to Accelerate Action to End Child Marriage – until 2022 and 2) UNFPA Global Programme on Gender Bias Sex Selection – until 2023; as well as work related to adolescent development and empowerment and other harmful practices.

The Programme Analyst will support the country office and Programme Specialist in the management, implementation and monitoring of interventions under the Global Programmes. S/he will engage with relevant provincial and local authorities for prioritization and integration of the elimination of harmful practices agenda, including provincial and local level guidelines and action plans as per the national strategy to end child marriage.

Main Tasks & Responsibilities

You will be responsible for:

A. Technical Support and Knowledge Management

  • Reviews the existing global practices and trends around harmful practices, particularly on child marriage and gender bias sex selection, and continuously advises/guides in improving the quality of project interventions and implementation.
  • Contributes to the development and implemention of humanitarian response interventions, in consideration of the potential increase in the incidence of harmful practices in humanitarian settings.
  • Collects, analyzes and synthesizes information/data and experiences on programme priorities at local and provincial levels to be used in advocacy efforts and for resource mobilization.
  • Stays abreast of new developments and key priorities of the Government at all levels and UNFPA including in context of humanitarian settings and contributes to the analysis on the implications for the work of UNFPA.
  • Promotes awareness on the barriers placed by harmful practices a well as of the critical role of the ICPD PoA in addressing those barriers in the context of Agenda 2030 principle of Leaving No One Behind in relevant fora.
  • Ensures support for holistic and gender-responsive, human rights-based approaches including facilitating linkages across relevant sectors.
  • Provides and/or moblizes technical inputs and resources for the harmful practices Global Programmes in Nepal, within the framework of existing networks and coalitions working towards elimination of harmful practices.
  • In the absence of the Programme Specialist, Harmful Practices, represent UNFPA in relevant technical working groups, task teams and technical committees, as requested, to promote integration and effective implementation of work around harmful practices, including facilitating the process of development of action plans, guidelines, legal briefs etc.
  • Engages with the Ministry of Health and Population (MoHP), Ministry of Women, Children and Senior Citizens (MoWCSC) and other relevant government entities at the federal level and relevant counterparts at the provincial and municipal level to advance the goal of the Global Programmes.
  • Engages with civil society organizations and relevant networks working on addressing harmful practices at national and sub-national level.
  • Ensures continued coordination, collaboration and harmonization within and outside of UNFPA on work related to the elimination of harmful practices.
  • Provines inputs to content for visibility of UNFPA’s work and achievements on harmful practices including for the development of briefs, press releases and social media.

B. Programme Planning and Implementation

  • Supports the development of multi-year work plans and budgets for the harmful practices programmes in consultation with the implementing partners (IPs), UNICEF and key stakeholders.
  • Provides the IPs with required technical and operational guidance in executing the harmful practices programmes effectively, including regular tracking and monitoring of the output indicators and adherence to global quality standards and protocols, as per national commitments.
  • Supports the IPs to plan, design, facilitate and expedite the implementation of work plan activities, service contracts, consultants etc.
  • Ensures timely budget release to IPs; follows up with IPs for the preparation and submission of quarterly financial and narrative reports; and assists in preparation of quarterly and annual reports.

C. Programme Monitoring and Reporting

  • Contributes to the regular reviewing and monitoring of workplan implementation, progress, challenges and assists in resolving any bottlenecks.
  • Regularly undertakes field and monitoring missions and provides technical and mentoring support to relevant UNFPA staff based in the provincial capitals and in districts to ensure timely implementation and quality outcome/targets of the programme activities
  •  Reviews and analyzes the effectiveness of programme interventions in collaboration with the M&E Officer and recommends areas for further improvement as needed.
  • Supports execution of the periodic planning, review meetings and workshops including year-end review and planning with respective UNICEF focal points for the child marriage programme.
  • Organizes regular meetings with IPs and ensures timely submission of financial and narrative progress reports, as required.
  • Contributes to preparation of quality project reports and its timely submission, including financial reporting and results framework.

Qualifications and Experience

Education:

  • Master’s Degree in Gender Studies, Social Sciences, Human Rights, Public Policy, Development Studies, Sociology or related fields.

Knowledge and Experience:

  • Up to two years of professional experience in planning, programming, implementation, monitoring and evaluation, preferably in the area of harmful practices or adolescent/youth development and empowerment.
  • Good analytical skills and ability to interpret complex socio-cultural contexts as well as obtain an overview of a variety of activities and approaches of national and international actors.
  • Experience of working with Government and Non-Government partners at the national and local level, with current knowledge in the federal context and of the latest developments in the field harmful practice particularly on child marriage, gender bias sex selection, preferable.
  • Excellent written skills and ability to elaborate reports, document and disseminate good practices and programme successes for further dissemination.
  • Excellent computer knowledge and skills.

Languages:

  • Fluency in English and Nepali (both oral and written) is required. Other UN languages are an asset.
