USAID’s Strengthening Systems for Better Health
(SSBH) Activity is a 5-year project aimed at improving health outcomes
in Nepal, particularly for the most marginalized and disadvantaged groups in
the country. This will be accomplished through supporting the Government of
Nepal’s efforts to expand access to and use of quality maternal, newborn and
child health and family planning services, with a specific focus on newborn.
Technical Officer – Health
Information Systems

Team Lead
With
technical oversight from the Province-based Information Systems Specialist, the
Technical Officer – Health Information Systems will work collaboratively with
other Technical Officers (Health Systems and MNCH/FP) and Health System
Officers-HSO (based in core+ municipalities) in support of District
Coordination Committees (DCCs), District Health Offices (DHOs), or their
equivalent in new federal structure, selected Municipality officials, Municipal
level health staff and health facilities to help strengthen information
systems, develop municipal health profiles, ensure data quality and promote
data use at health facilities and in targeted municipalities. S/he will report
directly to the Provincial Deputy Team Lead.
Specific
Duties and Responsibilities
Technical
Assistance – Generation and Use of Health Data
- In close
coordination with two other technical officers (MNCH/FP and Health Systems
Strengthening) HSO implement activities related to information systems at
the municipal and health facility level, and strengthen the capacity of
municipal health coordination units to enable them to functionalize HMIS
recording and reporting systems, use these data for performance
improvement and decision making
- Work
closely with the provincial Health Information Systems Specialist and MEL
Specialist at to analyze strategic information to help inform decision
making at the provincial and project level
- Together
with MNCH/FP technical officer and HSO, promote use of technology (e.g.,
information applications) to communicate MNCH/FP targeted information to
focused groups (including adolescent and youths) with low knowledge and
service utilization.
- Work
closely with other two technical officers and HSO to support
municipalities and health facilities primarily in low performing areas to
analyze health data to identify un-reached/underserved populations,
barriers, and to prepare micro-plans to improve their utilization and to
link those micro-plans with annual planning, budgeting, and monitoring
activities
- Ensure
that municipal and facility-level HMIS recording, and reporting systems
are functioning well, and municipalities are able to access and interpret
accurate, real-time data in support of evidence-based planning and
resource allocation.
- Facilitate,
supply and support proper use of facility-based recording and reporting
tools. Support to update facility-level information of HMIS tools, inform
and encourage municipality and/or health program coordination bodies to
ensure timely supply. Provide orientation and coaching for new and
untrained staff to use HMIS tools.
- Provide
technical mentoring, back up support/facilitation to municipal base Health
System Officers-HSO to perform HIS part of activities in respective municipality.
- Work
closely with USAID’s PSM Project, if working in the area, to strengthen
procurement and supply chain management systems at province, municipality,
and health facility levels.
Technical
Assistance – Use of Technology
- Support
municipalities and health facilities (as appropriate) in using DHIS2
platform to report, review and use municipal HMIS data.
- Work with
HSO (in core+ municipality) and other partners in the municipalities and
districts to promote development and use of digital MIS platforms,
- Facilitate
packaging and visualization of facility and municipal level health data
(dashboards, infographics) and assist municipal and provincial health
departments to ensure that the data is widely available to the public
through appropriate communication channels.
- Provide
technical support for the use of LMIS reporting system in the changing
context. Encourage routine inspection of logistic and commodities and
update in digital systems.
Collaboration
& Program Management Support
- Actively
engage with other partners and stakeholders at municipal level to develop
learning agenda for Activity.
- Ensure
preparation and collection of routine reports for timely reporting to
USAID on quarterly, semi-annual, and annually.
- Share
updates with USAID, provincial, national government stakeholders and
others on regular basis.
- Ensure
coordinated effort in project activities with other technical officers and
HSO based in core+ municipalities.
Required
qualifications and experience:
- Bachelor’s
Degree in Public Health, Public Administration, Epidemiology, Statistics,
Social Sciences or other relevant field
- Minimum of
6 years of relevant professional experience in health information systems
and/or monitoring, evaluation, and learning.
Additional
qualifications:
- Understanding
of Government of Nepal’s health care delivery system including service
availability, utilization, quality aspects.
- Experience
working on internationally-funded health projects highly desirable
- Strong
interpersonal skills, initiative, good judgment and problem-solving
abilities, and ability and willingness to work collaboratively as part of
a high-functioning team
- Excellent
report writing, analytical, communication and advocacy skills, including
oral presentation skills
- Strong
networking and Computer proficiency (MS Word, MS Excel, database and
Statistical Software) and information systems
- Excellent
written/oral skills in Nepali and English
- Ability to
travel in remote areas of assigned districts within short notice; those
who are from and/or working in the Karnali Province will be given

Technical Officer – Health
Systems Strengthening and Health Information Systems

Under
the supervision of the Deputy Provincial Team Lead, the Technical Officer –
Health Systems Strengthening (HSS) and Health Information Systems (HIS) will
work collaboratively with other field-level staff (primarily, MNCH/FP Technical
Officers) to support district-level Health Offices, selected municipality
officials, municipal-level health staff and health facilities to help
strengthen health and information systems; develop municipal health profiles
policies and acts; strengthen management capacity; ensure data quality; and
promote data use for municipal planning, budgeting and budget execution.
Along with MNCH/FP Technical Officers, the HSS/HIS Technical Officers have
overall responsibility for implementing the customized technical assistance plans
developed in collaboration with each municipality. The HSS/HIS Technical
Officers will draw on SSBH Technical Specialists and Senior Technical Officers
for guidance and support in implementing technical assistance activities.
Specific
Duties and Responsibilities
Health
System Governance
- Conduct
Health Systems and instructional capacity assessment in municipalities and
Health facilities as needed.
- Provide
support to district and municipal level policymakers on strategic planning
and budgeting, resource allocation, annual Calendar of Operation, budget
execution, and monitoring and evaluation, human resource management and
other health systems issues as required.
- Provide
technical support to prepare municipal level health profile, inclusive of
stakeholder analyses (working in the district/Municipality).
- Support
municipalities to prepare municipal health policy, act, protocols and
related guideline.
- Undertake
activities in support of enhanced governance, accountability and citizen
engagement with the health service delivery system and health authorities.
- Together
with MNCH/FP Technical Officer, assist with moderating/facilitating
municipal level periodic and annual reviews and planning meetings; help to
establish a system for annual/periodic review, ensuring GESI issue are
incorporated in plan, promoting best practice in the use of evidence to
monitor progress and performance, identify gaps and support to design
feasible solutions to address gaps in service coverage and health systems
performance.
- Together
with MNCH/FP technical officer, provide technical support to strengthen
the effective functioning of selected Health Facility Operation and
Management Committees (HFOMC).

Collaboration,
Coordination & Program Management Support
- Actively
engage with other partners, stakeholders and private sector service
providers at municipal level to create synergy and reduce the duplication
of work.
- Together
with MNCH/FP Technical Officer, ensure accurate and timely submission of
required technical reports and deliverables, including lessons learned,
and description of exemplary practices in HIS and HSS in assigned
geographical area.
- Assist
with the planning of project meetings, training sessions and
consultations, collecting additional information from municipalities,
health facilities, health (service) offices, etc. as needed and assigned.
- Together
with MNCH/FP Technical Officer, ensure functional coordination with
colleagues in another cluster (of same district) and respective health
offices, provide progress and plan updates and harness necessary
cooperation from them. Provide technical facilitation support to and
participate (as appropriate) in district level annual review meetings
organize by health office.
Required
