As part of its efforts to promote good governance in Nepal, USAID is funding the Public Financial Management Strengthening Project (PFMSP), implemented by Louis Berger Inc. The project commenced in August 2016 and will run for a five-year period through August 2021.
Job Positions : Finance and Administrative Consultant
The purpose of this assignment is to provide assistance to the Ministry of Education, Science & Technology (MOEST) to collect timely financial information from the various government levels in Nepal (federal, provincial, and local) and produce consolidated financial information for the education sector. Collection of the financial information will fulfil the Government of Nepal’s (GON) trimester reporting requirements, as well as other reporting requirements of MOEST. The assistance will be in the form of an Finance and Administrative Consultant (the “Consultant”) who is responsible for monthly reporting deliverables to PFMSP that detail the day-to-day assistance provided to PFMSP.
Required Qualification of the Consultant
- Minimum bachelor’s or equivalent degree in accounting, management, and other related field of social sciences
- Minimum of 5 years of experience in at least two fields relevant to this assignment. Relevant fields include: government accounting, budgeting, financial reporting; and/or operating government accounting systems, particularly those related to the education sector. Demonstrated experience in multiple fields will be considered a distinct advantage
- Experience in accounting and budgeting software operation such as the GON’s software programs CGAS, SUTRA, TABUCS, LMBIS etc
- Experience in preparing financial reports for donor-funded projects
- Experience in designing and conducting trainings and workshop will be preferred
- Good communication skills (both verbal as well as written) in both English and Nepali
- Good knowledge of MS Office software (Word, Excel, PowerPoint, etc.)
